Don't miss your TMFB renewal date

Türkiye's dangerous goods activity certificate (TMFB) is issued for five years and is renewed by applying to the regional directorate from ninety days before expiry (Dangerous Goods by Road Regulation, Articles 12(1) and 13(6)). An unrenewed certificate becomes invalid; the right to renew lapses 90 days after expiry.

Under Türkiye's Regulation on the Carriage of Dangerous Goods by Road, businesses acting as carrier or tank-container/portable-tank operator in the dangerous goods transport chain, businesses that received or dispatched twenty tonnes or more of dangerous goods in the last calendar year, and the other businesses listed in the regulation must obtain a Dangerous Goods Activity Certificate (Tehlikeli Madde Faaliyet Belgesi, TMFB) (Article 7(1)). On first application and on renewal, the TMFB is issued as an electronic certificate limited to five years (Article 13(6)).

The holder should apply in writing to the relevant regional directorate from ninety days before the certificate's expiry and have it renewed before the expiry date. For a certificate renewed within that ninety-day window, the time remaining on the old certificate is added to the new one (Article 12(1)(a) and 12(1)(b)).

A business must obtain a separate TMFB for each branch, warehouse, factory, site or similar unit handling dangerous goods at a different address under the same trade name (Article 7(4)), so each address's certificate may have its own expiry date.

Who is responsible?

The business holding the TMFB. Renewal is carried out by the business's authorised person; the regulation also provides that renewal can be done through e-Devlet (Article 12(2)). The business must notify the regional directorate of changes in address, type and trade name within ninety days of the change (Article 13(5)).

If the deadline passes

If no application is made within the ninety-day window, or the renewal conditions are not met because of missing information or documents, the TMFB becomes invalid. A renewal application can still be made within ninety days after expiry, but this is only a right to renew and does not mean the business holds a valid TMFB; if no application is made in that period, the right to renew is lost (Article 12(1)(c), (ç), (d)). A business that breaches the obligation to hold a TMFB is subject to an administrative fine under Article 28 of Decree-Law No. 655 (Article 36(1)(c)).

Is a new activity assessment report needed?

If the business's activities and the classes of dangerous goods it handles have not changed, the most recent dangerous goods activity assessment report remains valid for renewal and no new report is needed. Businesses that have transferred their activities and operate only as "consignee" must, however, submit an assessment report prepared during the renewal process (Article 12(1)(e)). Applications are reviewed within fifteen days at the latest (Article 13(1)).
