Don't miss the yearly inspection of smoke extraction and pressurisation systems

In Türkiye escape route pressurisation and smoke extraction systems must be inspected at least once a year against the Fire Protection of Buildings Regulation unless a standard says otherwise (Work Equipment Regulation, Annex III, Table 3). The employer arranges it under the building's fire safety officer.

Under Türkiye's Regulation on Health and Safety Requirements in the Use of Work Equipment, the equipment and installations listed in the Annex III tables are subject to periodic inspection by authorised persons (Article 7(1)). Installations are inspected yearly unless the relevant standards say otherwise (Annex III, 2.3.1); Table 3 lists escape route pressurisation systems and smoke extraction systems with a maximum interval of 1 year where the standards set no interval, inspected for compliance with the Regulation on the Fire Protection of Buildings.

The Regulation on the Fire Protection of Buildings also requires pressurisation, ventilation and smoke extraction installations used for smoke control to be kept in working order (Article 85(1)), and every system to be acceptance-tested and subject to periodic inspection, testing and maintenance; these installations are tested and maintained under the supervision of the building's fire safety officer (Article 85(4)).

Which buildings need it? In all buildings except residential ones, escape stairs are pressurised if the stairwell is more than 30.50 m high; in buildings with more than 4 basement floors, the escape stairs serving the basement; in residential buildings over 51.50 m, the escape stairs; and emergency lift shafts (Article 89(1)–(4)). Where the total area exceeds 2000 m², mechanical smoke extraction is mandatory in boiler rooms, enclosed car parks and basement storage areas (Article 88(3)), and smoke control is mandatory in common areas such as halls and corridors of buildings over 51.50 m (Article 87(12)).

Who is responsible?

In a workplace, the employer: it ensures the inspection is done by authorised persons, records the results with a wet or secure electronic signature and keeps them (Work Equipment Regulation, Article 7(2)(b) and 7(2)(c)), and carries out, or has carried out, the preparations specified by the inspector (Article 7(4)). Periodic inspection reports are kept for as long as the equipment is in use (Annex III, 1.6). In the building, the pressurisation, ventilation and smoke extraction installations are tested and maintained under the supervision of the building's fire safety officer (Fire Protection Regulation, Article 85(4)).

If the deadline passes

If the report finds non-conformities and states that the equipment should not be used until they are fixed, it is not used until then, and the employer marks it with a clearly visible warning (Annex III, 1.9). Minor defects must be fixed by the start date of the next periodic inspection, otherwise they count as major defects (Annex III, 1.9.1). An employer that fails to meet obligations in regulations based on Article 30 of Law No. 6331 is subject to a monthly administrative fine for each provision not complied with (Law, Article 26(1)(n)).

Some technical requirements in the regulation

With the pressurisation system running and all doors closed, the pressure difference between the pressurised stairwell and the occupied areas must be at least 50 Pa, and at least 15 Pa with a door open (Article 89(5)). The force needed at the door handle to open the door must not exceed 110 newtons (Article 89(7)). The supply cables of smoke extraction and pressurisation fans must withstand fire for at least 60 minutes and be installed so they can be fed from the generator (Article 85(5)). Mechanisms that open smoke vents are kept working through continuous maintenance (Article 86(2)).

Tracking it with ExpirySuite

  1. Add each pressurisation and smoke extraction system as a separate asset, upload the periodic inspection report as a file and enter the next inspection start date shown in the report as the expiry date.
  2. Email reminders arrive 60, 30, 14, 7 and 1 days before expiry and on the expiry day, so you can plan the İSG-KATİP contract and the inspection day around them.
  3. Assign the person who organises the inspection as the document owner; overdue records are also reported to managers on days 3, 7 and 14.
  4. You can request the report from the inspector or inspection body through a secure link valid for 14 days, without them needing an account.

Frequently asked questions

How often must a smoke extraction system be inspected in Türkiye?
At least yearly where the standards set no interval (Work Equipment Regulation, Annex III, Table 3).
What are the inspection criteria?
Compliance with the Regulation on the Fire Protection of Buildings (Annex III, Table 3), which sets requirements such as the pressure difference, door opening force and fan supply cables (Articles 85 and 89).
Are sprinklers and fire detection covered by this inspection?
No, they are separate rows in Table 3. See our guide on fire extinguishing and detection system inspections.
Is a contract needed before the inspection?
Yes. A contract following the İSG-KATİP template is drawn up between the employer and the authorised inspector and mutually approved at least 1 day before the inspection (Article 7(6)). The report shows the inspector's EKİPNET registration number (Article 7(5)).
