Don't miss your lift's monthly maintenance
Lifts in Türkiye must be maintained at least once a month by the installer or its authorised service under a contract signed by the building manager, each visit recorded on a sheet (Lift Operation and Maintenance Regulation, Articles 4(1)(e), 8(1), 10(2)). The building manager is responsible; breaches carry a fine.
Under Türkiye's Regulation on Lift Operation and Maintenance, maintenance means the work carried out periodically, at least once a month, by the lift installer or its authorised service throughout the lift's service life (Article 4(1)(e)). Maintenance is performed by the installer or authorised service with which the building manager has signed a maintenance contract (Article 8(1)).
Maintenance covers lubrication and cleaning, checks, rescue operations, adjustments, and repair or replacement of components due to use or wear, and follows the installer's maintenance manual and the current TS EN 13015 standard (Article 9(1) and 9(2)). The work done at each visit is recorded on a maintenance sheet, and a copy is given to the building manager (Article 10(2)).

If a maintenance contract covers more than one lift, each lift's identification number and full address are stated in the contract (Article 8(2)). The periodic inspection, an examination of whether the lift works properly for safe use and operation, is defined separately from maintenance (Article 4(1)(e) and 4(1)(n)).
Who is responsible?
The building manager (bina sorumlusu). They are responsible for signing a maintenance contract with the installer or its authorised service, having the lift maintained and paying for the maintenance (Article 14(1)). They keep the maintenance sheets permanently (Article 10(3)) and do not allow third parties other than the contracted service to interfere with the lift (Article 10(13)).
If the deadline passes
Building managers or unit owners who breach the regulation are subject to the administrative fine under Article 6(1) of Law No. 1705 (Article 17(1)). A lift given a red label at the periodic inspection may not receive maintenance until it has been brought to defective, minor-defect or defect-free status (Article 10(11)).
If the service reports a risk
Where the lift poses a risk to life or property, the installer or authorised service informs the building manager in writing, and the building manager must have the lift made safe through the service (Article 10(4)). The building manager reports any dangerous situation to the contracted service and takes the necessary safety measures until the service intervenes (Article 14(3)).
