Real estate agents in Türkiye need a Level 4 vocational qualification certificate (Real Estate Trade Regulation, Article 10(1)), valid for 5 years under national qualification 17UY0332-4. It is extended by 5 years with qualifying work records or a passed performance exam; the holder applies before expiry.

Türkiye's Real Estate Trade Regulation (Taşınmaz Ticareti Hakkında Yönetmelik) requires real estate agents (emlak danışmanı) to hold a Level 4 vocational qualification certificate (Article 10(1)). A real estate agent is the marketing and sales staff working under an employment contract at a licensed business or contracted business (Article 4(1)(c)).

Under MYK national qualification 17UY0332-4 Real Estate Agent (Level 4), the certificate is valid for 5 years. At the end of that period the holder either submits records showing work in the field for at least two years in total within the 5 years or throughout the last six months, or passes the performance-based exam (P1); holders meeting either condition get a further 5 years.

Agents who graduated from secondary or higher education fields related to real estate trade are exempt from the certificate requirement (Article 10(2)). Agents who obtained a Level 5 certificate before 31 March 2021 do not need a Level 4 certificate as long as the Level 5 certificate is not cancelled (Provisional Article 1(7)).

Who is responsible?

The certificate holder applies for renewal (MYK Regulation, Article 27(2)). Businesses must enter their agents' start and leaving dates into the Ministry's information system within ten days (Real Estate Trade Regulation, Article 11(3)(b)).

If the deadline passes

Administrative fines under Article 18 of Law No. 6585 are applied by the Ministry to those who breach the Real Estate Trade Regulation (Article 22(4)). The Regulation sets no separate penalty or grace period for an agent whose certificate has expired.

Collect work records ahead of renewal

The records accepted for renewal include service statements, reference letters, contracts, invoices and portfolios (qualification, section 15).
