Don't miss the yearly inspection of your boilers and hot-water tanks

In Türkiye heating and hot-water boilers, closed expansion vessels and hot-water storage tanks must be inspected at least once a year unless a standard says otherwise (Work Equipment Regulation, Annex III, Table 1). Each inspection includes an examination, with hydrostatic tests under Annex III, 2.1.1.

Under Türkiye's Regulation on Health and Safety Requirements in the Use of Work Equipment, the equipment listed in the Annex III tables is subject to periodic inspection, carried out by persons authorised to perform periodic inspections (Article 7(1)). Pressure vessels and installations are inspected according to Annex III, Table 1 (Annex III, 2.1.1).

Table 1 lists heating boilers (central heating, hot water and similar), closed expansion vessels, and hot-water and storage tanks on separate rows; for all three the maximum interval, without prejudice to intervals set by the relevant standard, is 1 year where the standards set no interval. Unless the standards say otherwise, an examination is carried out at every periodic inspection, and hydrostatic tests follow the conditions in Annex III, 2.1.1.

Hydrostatic test: at most yearly at the operating pressure (or at the maximum pressure where no operating pressure is set); at most every three years or after any major maintenance and repair at the test pressure in the production standard, or 1.5 times the maximum pressure if the standard gives none (Annex III, 2.1.1). Vessels used below the maximum pressure on the manufacturer's label are marked so that the operating pressure is visible (Annex III, 2.1.4).

Who is responsible?

The employer. It ensures periodic inspections are done by authorised persons, records the results with a wet signature or a secure electronic signature, and keeps them to show the authorities on request (Article 7(2)(b) and 7(2)(c)). It carries out, or has carried out, the preparations specified by the authorised person before the inspection (Article 7(4)). Periodic inspection reports are kept for as long as the equipment is in use (Annex III, 1.6).

If the deadline passes

If the report finds non-conformities and states that the equipment should not be used until they are fixed, it is not used until then, and the employer marks it with a clearly visible warning (Annex III, 1.9). Minor defects must be fixed by the start date of the next periodic inspection, otherwise they count as major defects (Annex III, 1.9.1). An employer that fails to meet obligations in regulations based on Article 30 of Law No. 6331 is subject to a monthly administrative fine for each provision not complied with (Law, Article 26(1)(n)).

Who inspects? Is chimney cleaning separate?

Periodic inspections of pressure vessels and installations are carried out by authorised mechanical, metallurgical and materials, mechatronics, chemical, manufacturing and aeronautical engineers, technical teachers who graduated in mechanical or metal education, or mechanical technicians or senior technicians (Annex III, 2.1.6). Separately from the periodic inspection, the chimneys of liquid- and solid-fuel boilers must be cleaned by authorised persons at least twice a year (Regulation on the Fire Protection of Buildings, Article 58(5)); track this as a separate record.

Tracking it with ExpirySuite

  1. Add each boiler, hot-water tank, generator or installation as a separate asset, upload the periodic inspection report as a file and enter the next inspection start date shown in the report as the expiry date.
  2. Email reminders arrive 60, 30, 14, 7 and 1 days before expiry and on the expiry day, so you can plan the İSG-KATİP contract and the inspection day around them.
  3. Assign the person who organises the inspection as the document owner; overdue records are also reported to managers on days 3, 7 and 14.
  4. You can request the report from the inspector or inspection company through a secure link valid for 14 days, without them needing an account.

Frequently asked questions

How often must a heating boiler be inspected in Türkiye?
At least yearly where the relevant standards set no interval (Work Equipment Regulation, Annex III, Table 1).
Are hot-water tanks and expansion vessels inspected too?
Yes. Closed expansion vessels, and hot-water and storage tanks, are separate rows in Table 1, with a maximum of 1 year where the standard sets no interval.
What if a hydrostatic test is not possible?
If it cannot be done because of the nature of the equipment and compelling process conditions, non-destructive testing methods given as an alternative in the standard or the manufacturer's manual may be used, with the reason stated in the report. Being unable to stop the equipment or process is not an acceptable reason, and the maximum intervals still apply (Annex III, 2.1.3).
Is a contract needed before the inspection?
Yes. A contract following the İSG-KATİP template is drawn up between the employer and the authorised inspector and mutually approved at least 1 day before the inspection (Article 7(6)). The report shows the inspector's EKİPNET registration number (Article 7(5)).
