Don't miss the yearly inspection of your façade platforms

In Türkiye suspended access equipment (façade platforms) must be inspected at least once a year to TS EN 1808 unless a standard says otherwise (Work Equipment Regulation, Annex III, Table 2). The inspector must work at an equipment inspection body (Additional Article 2(1)(ç)); the employer arranges it.

Under Türkiye's Regulation on Health and Safety Requirements in the Use of Work Equipment, the equipment listed in the Annex III tables is subject to periodic inspection by persons authorised to perform periodic inspections (Article 7(1)). Suspended access equipment is listed in Table 2 for lifting and conveying equipment: without prejudice to intervals set by the relevant standard, the maximum interval is 1 year where the standards set no interval, and the inspection follows the criteria of TS EN 1808.

Periodic inspections of suspended access equipment are carried out by authorised persons working at equipment inspection bodies for this equipment (Additional Article 2(1)(ç); in force since 31.12.2023). Until the Ministry issues new rules, inspection bodies accredited by TÜRKAK under TS EN ISO/IEC 17020 for the relevant scope are accepted as equipment inspection bodies (Provisional Article 6(1)).

Unless the standards say otherwise, an examination is carried out at every periodic inspection. Load test: at most yearly, at the operating capacity where one is set or otherwise at the lifting capacity; and at most every three years or after any major maintenance and repair, at the lifting capacity using the test coefficients (Annex III, 2.2.1). As a general rule the static test coefficient is 1.5 for manually operated equipment and 1.25 for other equipment, and the dynamic test coefficient is 1.1 (Annex III, 2.2.1.1). Equipment used below the capacity on the manufacturer's label is marked so that the operating capacity is visible (Annex III, 2.2.5).

Who is responsible?

The employer. It ensures periodic inspections are done by authorised persons, records the results with a wet signature or a secure electronic signature, and keeps them to show the authorities on request (Article 7(2)(b) and 7(2)(c)). It carries out, or has carried out, the preparations specified by the authorised person before the inspection (Article 7(4)). Periodic inspection reports are kept for as long as the equipment is in use (Annex III, 1.6).

If the deadline passes

If the report finds non-conformities and states that the equipment should not be used until they are fixed, it is not used until then, and the employer marks it with a clearly visible warning (Annex III, 1.9). Minor defects must be fixed by the start date of the next periodic inspection, otherwise they count as major defects (Annex III, 1.9.1). An employer that fails to meet obligations in regulations based on Article 30 of Law No. 6331 is subject to a monthly administrative fine for each provision not complied with (Law, Article 26(1)(n)).

When is an inspection needed besides the yearly one?

Equipment whose safety depends on installation conditions is also inspected after installation and before first use, after major maintenance and repair, and, if not mobile, after every change of location (Article 7(2)(a)). The necessary inspections are also carried out after events that may impair safety, such as changes in working methods, accidents, natural events or long periods out of use (Article 7(2)(b)). The frequency of tests and examinations can be increased based on a risk assessment (Annex III, 1.10).
