Send your quarterly report to İŞKUR on time
Private employment agencies in Türkiye report their placement, employment services, training and any temporary employment activity to İŞKUR every quarter (Law No. 4904, Article 17). Reports are filed on the Agency's website by the end of the 20th of January, April, July and October; late filing is fined.
Under Türkiye's Law No. 4904 on the Turkish Employment Agency, private employment agencies report regularly to the Agency in three-month periods on their placement activity, labour market, employment and HR services, the vocational training they organise and, if authorised, the temporary employment relationships they establish (Article 17).
Under the Private Employment Agencies Regulation, the agency records this information in the system via the Agency's website and sends its quarterly reports, also via the website, by the end of the twentieth day of January, April, July and October (Article 25(2)). If the Agency finds gaps in a report, a copy is sent back to the agency to complete; if the gaps are not fixed in time, it is sent to the relevant authorities (Article 25(3)).

Article 19(3) of the Law was amended on 20.07.2025: the agency reports statistics on jobseekers, vacancies, placements and temporary worker supply contracts, and data on the job ads it publishes and the people it refers to them, electronically in the timing, format and manner set by the Agency (Law, Article 19). The regulation has not been updated since; check the deadlines set by the Agency as well.
Who is responsible?
The private employment agency. It records its activity data in the system via the Agency's website and sends the quarterly reports on time (Regulation, Article 25(2)).
If the deadline passes
Those who do not submit the reports, information, documents and labour market statistics requested by the Agency within the set period are subject to an administrative fine (Law No. 4904, Article 20(1)(i)). Agencies that do not report data on job ads and referred people in the timing, format and manner set by the Agency receive a warning, and a fine if they still do not report within seven days (Law, Article 20(1)(t)). Failing to provide requested statistics on time is a ground for cancelling the permit if found three times under the same ground or six times across grounds within two years; no permit is then granted for three years (Law, Article 18; Regulation, Article 27(1)(e)).
