Renew your private employment agency permit on time

A private employment agency permit issued by İŞKUR in Türkiye is valid for three years and is renewed for three-year periods if requested in writing at least fifteen days before expiry and the conditions still hold (Law No. 4904, Article 17; Regulation, Article 15(3)). No job placement may be carried out without it.

Under Türkiye's Law No. 4904 on the Turkish Employment Agency, private employment agency permits issued by the Agency (İŞKUR) are valid for three years. The permit can be renewed for further three-year periods, provided the request is made at least fifteen days before the permit expires and the conditions for granting it are still met. The same rule applies to the authorisation to establish temporary employment relationships (Article 17).

The Private Employment Agencies Regulation also requires the extension request to be made in writing and the renewal cost to be paid (Article 15(3)). The Law states that no one may act as an intermediary in job placement or establish temporary employment relationships without the Agency's permission (Article 17).

Law 4904 was amended on 20.07.2025: agencies must also report data on the job ads they publish and the people they refer to them, electronically in the timing, format and manner set by İŞKUR; an agency that still does not report within seven days of a warning is fined (Law, Articles 19(3) and 20(1)(t)).

Changes to trade name, field of activity, authorised person, qualified staff, workplace address, postal address, website and email address must be reported within ten days to the provincial directorate or service centre where the permit application was made (Regulation, Article 25(1)).

Who is responsible?

The private employment agency holding the permit. It makes the written extension request in time, records its activity data in the system via the Agency's website and submits its quarterly reports (Regulation, Articles 15(3) and 25(2)).

If the deadline passes

The Law provides for an administrative fine on natural or legal persons acting as job placement intermediaries without the Agency's permission, and on employers using their services (Article 20(1)(a)). An administrative fine also applies to those who do not submit the reports, information, documents and statistics requested by the Agency within the set period (Article 20(1)(i)). Failing to provide the requested statistics on time is also a ground for cancelling the permit if, within the last two years, it is found three times under the same ground or six times across different grounds; after cancellation no permit is granted for three years (Law, Article 18; Regulation, Article 27(1)(e)).

Why the 30-day reminder matters

The extension request must be made at least fifteen days before the permit expires (Law, Article 17). ExpirySuite's 14-day reminder arrives after that limit, so we recommend starting the request when the 30-day reminder arrives.

Tracking it with ExpirySuite

  1. Record the private employment agency permit and, if you have one, the temporary employment authorisation as separate documents with their expiry dates.
  2. Email reminders arrive 60, 30, 14, 7 and 1 days before expiry and on the expiry day. Use the 30-day reminder for the 15-day request limit.
  3. Create a separate record for each quarterly report (20 January, 20 April, 20 July, 20 October) so you get reminders for those dates too.
  4. Assign owners to the documents; expired records are also reported to managers on days 3, 7 and 14.
