Renew your temporary employment authorisation on time
İŞKUR's authorisation for a private employment agency to establish temporary employment relationships is valid for three years and is renewed for three-year periods if requested at least fifteen days before expiry and the conditions still hold (Law No. 4904, Article 17). The agency tops up its guarantee each February.
Under Türkiye's Law No. 4904 on the Turkish Employment Agency, the authorisation to establish temporary employment relationships granted by the Agency (İŞKUR) is valid for three years. It can be renewed for further three-year periods, provided the request is made at least fifteen days before it expires and the conditions for granting it are still met (Article 17). Private employment agencies may establish temporary employment relationships only if authorised; no temporary employment relationship may be established without the Agency's permission (Article 17).
The Private Employment Agencies Regulation requires a written request and payment of the renewal cost to renew permits issued by the Agency (Article 15(3)); the cost charged for the temporary employment authorisation is set again each year by the Agency and published on its website (Article 21(1)). Under Labour Law No. 4857, a temporary employment relationship through a private employment agency is established when an agency permitted by İŞKUR signs a temporary worker supply contract with an employer (Article 7).
Law 4904 was amended on 20.07.2025: agencies must also report data on the job ads they publish and the people they refer to them, electronically in the timing, format and manner set by İŞKUR; an agency that still does not report within seven days of a warning is fined (Law, Articles 19(3) and 20(1)(t)).

Applications for the authorisation are decided within one month at the latest, with an on-site inspection where needed; the authorisation is recorded in the system and published on the Agency's website (Regulation, Article 15(1) and 15(2)). If the Ministry approves, agencies with six months of uninterrupted activity before applying can be authorised with twice the guarantee (Law, Article 17; Regulation, Article 14(2)).
Who is responsible?
The private employment agency holding the authorisation. It makes the renewal request in time, tops up its guarantee by the end of February each year, records its temporary employment data in the system via the Agency's website and submits its quarterly reports (Law, Article 17; Regulation, Articles 19(3) and 25(2)). In a temporary employment relationship, the employer is the private employment agency (Law No. 4857, Article 7).
If the deadline passes
The Law provides for an administrative fine on natural or legal persons that arrange temporary employment without the Agency's permission or despite cancellation of their authorisation, and on employers using their services (Law No. 4904, Article 20(1)(b)); agencies that do not provide the additional guarantee are also fined (Article 20(1)(e)). An employer or employer's representative using temporary workers in breach of Article 7 of Law No. 4857 is fined for each worker (Law No. 4857, Article 99(1)(b)). If the authorisation is cancelled, ongoing contracts continue until their terms end, but the agency may not establish temporary employment relationships or extend temporary worker supply contracts during that time (Law No. 4904, Article 18).
A separate record for the request deadline
The renewal request must be made at least fifteen days before the authorisation expires (Law No. 4904, Article 17). You cannot change ExpirySuite's reminder timings, so add the date 15 days before expiry as a separate record. You then also get reminders 60, 30, 14, 7 and 1 days before the request deadline.
