Don't miss your lift's periodic inspection
Lifts in permanent use in Türkiye must be inspected at least once a year by an authorised type A inspection body (Lift Periodic Inspection Regulation, Article 8(1)). A yellow label means defects must be fixed within 120 days, a red label within 60 days; otherwise the lift is sealed (Article 11).
Under Türkiye's Lift Periodic Inspection Regulation (Asansör Periyodik Kontrol Yönetmeliği), a lift in permanent use in a building must be inspected at least once a year by a type A inspection body authorised by the Ministry and holding a protocol with the relevant administration (the municipality, or the provincial special administration outside municipal boundaries) (Article 8(1)).
The date of the next inspection is set from the date of this year's inspection; it can be brought forward at the request of the building manager (Article 8(3)). Depending on the result, a green, blue, yellow or red information label is attached to the lift, and each colour has its own deadline for fixing defects (Article 11).
At a glance
| Label | Meaning and what to do |
|---|---|
| Green | No defects. |
| Blue | Minor defects. They must be fixed before the next periodic inspection. If the building manager applies within 60 days of the report's approval, the first follow-up inspection is free. |
| Yellow | Defective. Defects must be fixed within 120 days at most; a follow-up inspection takes place within 3 working days after the deadline. If not fixed, the lift may not be used and is sealed with its power cut. |
| Red | Unsafe. The lift may not be used; defects must be fixed within 60 days at most, with a follow-up inspection within 3 working days after the deadline. If not fixed, the lift is sealed with its power cut. |
A red-labelled lift that moves to 'defective' at its follow-up inspection is sealed and taken out of service if it is not brought to 'minor defects' or 'no defects' within 120 days of the periodic inspection date (Article 11(11)).
Who is responsible?
The duty to have the periodic inspection carried out lies with the relevant administration and the building manager (bina sorumlusu) (Article 8(4)). The building manager is the person chosen or authorised by the flat owners, a flat owner, or the responsible official in public and commercial buildings (Article 4). The building manager also ensures that defects are fixed within the label deadlines (Article 11).
If the deadline passes
If defects under a yellow or red label are not fixed in time, the relevant administration cuts the lift's power and seals it, taking it out of service. The building manager is liable for loss of life or property arising from use of an unsafe lift that was not made safe within the deadline (Articles 11(6), 11(7) and 11(8)). To repair a sealed lift, the building manager applies to the relevant administration; the repair period in the seal-removal record may not exceed 45 working days (Article 11(9)).
Monthly maintenance and yearly rescue training
The periodic inspection does not replace maintenance. Under the Lift Operation and Maintenance Regulation (Asansör İşletme ve Bakım Yönetmeliği), maintenance is carried out at least once a month by the lift installer or its authorised service; the building manager is responsible for signing the maintenance contract and having the maintenance done (Articles 4 and 14). Maintenance sheets are kept in the machine or pulley room or the building management office (Article 10(3)). The service trains the people chosen by the building manager in emergency rescue at least once a year (Article 10(6)).
