Don't miss the yearly inspection of your escalators

In Türkiye escalators and moving walks must be inspected at least once a year to TS EN 115-1 and 115-2 unless a standard says otherwise (Work Equipment Regulation, Annex III, Table 2). Escalators are inspected by an authorised person at an equipment inspection body (Additional Article 2(1)(c)).

Under Türkiye's Regulation on Health and Safety Requirements in the Use of Work Equipment, the equipment listed in the Annex III tables is subject to periodic inspection by persons authorised to perform periodic inspections (Article 7(1)). Escalators and moving walks are listed in Table 2 for lifting and conveying equipment: without prejudice to intervals set by the relevant standard, the maximum interval is 1 year where the standards set no interval, and the inspection follows the requirements of TS EN 115-1 and TS EN 115-2.

Periodic inspections of escalators are carried out by authorised persons working at equipment inspection bodies for this equipment (Additional Article 2(1)(c); in force since 31.12.2023). Until the Ministry issues new rules, inspection bodies accredited by TÜRKAK under TS EN ISO/IEC 17020 for the relevant scope are accepted as equipment inspection bodies (Provisional Article 6(1)).

Equipment whose safety depends on installation conditions is also inspected after installation and before first use, after major maintenance and repair, and, if not mobile, after every change of location (Article 7(2)(a)). The necessary inspections are also carried out after events that may impair safety, such as changes in working methods, accidents, natural events or long periods out of use (Article 7(2)(b)). The frequency of tests and examinations can be increased based on a risk assessment (Annex III, 1.10).

Who is responsible?

The employer. It ensures periodic inspections are done by authorised persons, records the results with a wet signature or a secure electronic signature, and keeps them to show the authorities on request (Article 7(2)(b) and 7(2)(c)). It carries out, or has carried out, the preparations specified by the authorised person before the inspection (Article 7(4)). Periodic inspection reports are kept for as long as the equipment is in use (Annex III, 1.6).

If the deadline passes

If the report finds non-conformities and states that the equipment should not be used until they are fixed, it is not used until then, and the employer marks it with a clearly visible warning (Annex III, 1.9). Minor defects must be fixed by the start date of the next periodic inspection, otherwise they count as major defects (Annex III, 1.9.1). An employer that fails to meet obligations in regulations based on Article 30 of Law No. 6331 is subject to a monthly administrative fine for each provision not complied with (Law, Article 26(1)(n)).

Is this the same as the lift inspection?

No. Lifts covered by the Lift Regulation are inspected under the Lift Periodic Inspection Regulation (Annex III, 2.2.4); escalators and moving walks are inspected under Annex III, Table 2 of the Work Equipment Regulation. For lifts, see our separate lift periodic inspection guide.
