Don't miss the periodic inspection of your scaffolding
In Türkiye building scaffolds must be inspected at least every 6 months to TS EN 12810, TS EN 12811-1 and TS 13662, and mobile towers yearly to TS EN 1004-1, unless a standard says otherwise (Work Equipment Regulation, Annex III, Table 2). A scaffold is re-inspected after being raised or modified.
Under Türkiye's Regulation on Health and Safety Requirements in the Use of Work Equipment, the equipment listed in the Annex III tables is subject to periodic inspection, carried out by persons authorised to perform periodic inspections (Article 7(1)). Building scaffolds are listed in Annex III, Table 2, with a maximum interval of 6 months where the standards set no interval; the inspection follows the criteria of TS EN 12810-1, TS EN 12810-2, TS EN 12811-1 and TS 13662 and takes account of section 4 of Annex II.
Mobile access and working towers (mobile scaffolds) are a separate row in the same table: a maximum of 1 year where the standards set no interval, with TS EN 1004-1 as the criteria. A scaffold is also inspected after its first installation and, if it is raised or modified, after those changes, covering them (Article 7(2)(a)(4)).
At a glance
| Scaffold type | Maximum interval | Inspection criteria |
|---|---|---|
| Building scaffolds | 6 months where the standard sets no interval | TS EN 12810-1, TS EN 12810-2, TS EN 12811-1, TS 13662 and Annex II, section 4 |
| Mobile access and working towers (mobile scaffolds) | 1 year where the standard sets no interval | TS EN 1004-1 |
Scaffolds are marked so that the maximum load they can carry is visible (Annex III, Table 2, footnote 3). A contract following the İSG-KATİP template is drawn up and mutually approved at least 1 day before the inspection (Article 7(6)); the report shows the inspector's EKİPNET registration number (Article 7(5)).
Who is responsible?
The employer. It ensures periodic inspections are done by authorised persons, records the results with a wet signature or a secure electronic signature, and keeps them to show the authorities on request (Article 7(2)(b) and 7(2)(c)). Periodic inspection reports are kept for as long as the equipment is in use (Annex III, 1.6).
If the deadline passes
If the report finds non-conformities and states that the equipment should not be used until they are fixed, it is not used until then, and the employer marks it with a clearly visible warning (Annex III, 1.9). Minor defects must be fixed by the start date of the next periodic inspection, otherwise they count as major defects (Annex III, 1.9.1). An employer that fails to meet obligations in regulations based on Article 30 of Law No. 6331 is subject to a monthly administrative fine for each provision not complied with (Law, Article 26(1)(n)).
Who inspects, and who supervises erection?
Periodic inspections of scaffolds are carried out by authorised civil engineers, mechanical engineers, technical teachers who graduated in civil, building, mechanical or metal education, or civil technicians or senior technicians; in shipbuilding and ship maintenance and repair, by naval architecture and marine engineers and ship technicians (Annex III, 2.2.2). Separately from the periodic inspection, in construction work the erection, use and dismantling plan is drawn up by a civil engineer, and scaffolds are erected, dismantled or significantly modified under the supervision of the assigned civil engineer by adequately trained workers (Annex II, 4.3.2 and 4.3.6).

Frequently asked questions
- How often must a building scaffold be inspected in Türkiye?
- At least every 6 months where the relevant standards set no interval (Work Equipment Regulation, Annex III, Table 2).
- Does a mobile scaffold tower also need a 6-monthly inspection?
- No. For mobile access and working towers the maximum interval is 1 year where the standards set no interval, with TS EN 1004-1 as the criteria (Annex III, Table 2).
- Is a new inspection needed when a scaffold is raised?
- Yes. Scaffolds that can be raised or modified are inspected by authorised persons after being raised or modified, covering those changes (Article 7(2)(a)(4)).
