Don't miss the renewal window for your environmental permit and licence
An environmental permit and licence in Türkiye is valid for five years; the operator must apply for renewal at least 180 calendar days before expiry and obtain the new certificate in time (Environmental Permit and Licence Regulation, Article 11(1)). Missing the deadline means a temporary activity certificate is needed.
Under Türkiye's Environmental Permit and Licence Regulation, environmental permit and licence certificates issued to businesses are valid for five years. Businesses must apply for renewal at least 180 calendar days before the certificate expires and obtain the new certificate before the five years are up (Article 11(1)(a) and (b)).
In addition to the information, documents and reports in Annex 3C, the renewal application includes a provincial directorate conformity letter, a workflow diagram and process summary, a capacity report and the decision under the EIA Regulation. The conformity letter must be applied for at least two months before the 180-day deadline (Article 11(1)(b)).

Who is responsible?
The operator. Applications for Annex 1 businesses are made by environmental consultancy firms or an environmental management unit; for Annex 2 businesses, also by an environmental officer employed at the facility (Article 7(1)). The operator, and an authorised consultancy firm where one is engaged, are responsible for the accuracy of the information and documents submitted (Article 7(4)).
If the deadline passes
A business that does not apply 180 days in advance must obtain a temporary activity certificate by applying while its current certificate is still valid (Article 11(1)(d)). Businesses operating without a temporary activity certificate are subject to administrative sanctions under the Environment Law No. 2872 and may not operate until one is issued (Article 15(1)).
Changes that require renewal before five years
Renewal must be started regardless of the five-year period if the business changes location or type of activity, changes its fuel or combustion system, increases total production or waste-handling capacity by at least one third or by an amount listed in Annex 1, or increases thermal input as set out in Article 11(2)(a)(5) (Article 11(2)(a)). Renewals that do not require a temporary activity certificate are started within 90 calendar days of the change (Article 11(2)(c)); otherwise the certificate is cancelled (Article 11(2)(e)).
