Have your lift emergency rescue training done every year

After a lift maintenance contract is signed in Türkiye, the installer or its authorised service must train the people chosen by the building manager in emergency rescue at least once a year and record it in minutes (Lift Operation and Maintenance Regulation, Article 10(6)). New people must be trained when they change.

Under Türkiye's Lift Operation and Maintenance Regulation, once the maintenance contract is signed, the lift installer or its authorised service must train the number of people set by the building manager, taking into account the number of lifts in the building, in emergency rescue at least once a year (Article 10(6)).

The training is given by the authorised service's technical maintenance and repair staff. It is recorded in minutes signed by the service's technical manager and the trainer, and a copy of the minutes is sent to the building manager (Article 10(6)). A rescue operation is work carried out under the rescue instructions once it is known that people are trapped in a lift, ending with their release (Article 4(1)(j)).

The rescue instructions must be kept where the people carrying out a rescue can easily see them, and must be fit for purpose (Article 10(6)). Rescue operations are part of lift maintenance; rescues carried out by the fire brigade are not (Article 9(2)(c) and 9(3)(ç)).

Who is responsible?

The lift installer or its authorised service gives the training; the building manager sets how many people are trained and ensures new people are trained when the trained people change (Article 10(6)). The building manager is the person chosen or authorised by the flat owners, a flat owner, or the responsible official in public and commercial or service buildings (Article 4(1)(f)). The building manager is also responsible for signing a maintenance contract with the installer or its authorised service and having maintenance done (Article 14(1)).

If the deadline passes

An administrative fine under Article 6(1) of Law No. 1705 applies to the lift installer or its authorised service, the building manager or flat owners, the service's technical manager and the lift commissioner when they act against the regulation (Article 17(1)). The Ministry checks whether the building manager meets its obligations under the regulation (Article 15(2)).

If a trained person leaves

If the trained people change, the building manager ensures the new people are trained (Article 10(6)); the regulation sets no separate deadline for this. We recommend adding the new person in ExpirySuite and uploading the training minutes to their record, while keeping the yearly training date on the building's record.
