Never let a self-protection drill go unheld or unreported

In Buenos Aires City every self-protection system must include at least two evacuation drills a year (Law 5920, Article 5(h)), at least three months apart (Disposition 331/DGDCIV/2025, Annex III A, point 13.4). Results go to Civil Defence within five working days, failing which the approval may be revoked (point 13.3).

Law 5920 of the Autonomous City of Buenos Aires requires every Self-Protection System to include the obligation to hold at least two drills a year, simulating an emergency response with staff and equipment deployed in a real space (Article 5(h)). The City charges a contribution for each drill under the current Tariff Law (Article 10). Approval of the system, its two-year validity and the yearly renewal filing are covered in the self-protection system guide; this guide covers the drills only.

The Directorate-General for Civil Defence regulated drills in Annex III A of Disposition 331/DGDCIV/2025. A schedule of two drills is filed with the system; they must be held within one year of the training of staff assigned roles, with day, month, year and time (point 13.1). The yearly renewal filing includes the schedule of the third and fourth drills (point 14.1(b)), and a fast-track revalidation again includes a first and second drill (point 15.1(b)). At least three months must pass between drills, and the first is scheduled from three months after filing the system, the yearly renewal or the revalidation (point 13.4).

Results are reported to the enforcing authority within five working days of the drill, failing which the approval decision may be revoked (point 13.3). The report includes at least the holder, address, date and time, evacuation times, time taken to check who is present and absent at the assembly point, number of people evacuated, type of evacuation, whether alarms and emergency lights worked, and the professional's stamp and signature. The professional who signed the system must attend or appoint a substitute listed in the Register of Professionals (point 13.5). Date or time changes must be notified 72 working hours in advance, with at most two changes a year (point 13.6).

A rule of the Autonomous City of Buenos Aires; it does not apply outside the City. Law 5920 article numbers follow the updated text after the Fifth Update of the Legal Digest (Law 6764). Disposition 770/DGDCIV/2026 amended Disposition 331/DGDCIV/2025 only as regards re-registration of professionals; point 13 on drills was not changed.

Who is responsible?

The owners or operators of the buildings, establishments or sites, or the producers of events, are responsible for complying with the Self-Protection System's actions and measures (Law 5920, Article 4), including the drills. The professional who signed the system, listed in the Register of Professionals for the preparation and testing of Self-Protection Systems, must attend each drill and files the report through TAD (Annex III A, points 13.3 and 13.5).

If the deadline passes

If the report is not filed within five working days, if neither the signing professional nor an approved substitute attends, or if a date change is not notified 72 working hours in advance, the enforcing authority may revoke the Self-Protection System's approval decision (Annex III A, points 13.3, 13.5 and 13.6). Failing to file the yearly renewal on time, which includes the schedule of the third and fourth drills, also allows revocation (point 14.2).

The approved schedule sets the due date

The rules do not give each drill a six-month validity: they require at least two drills a year, at least three months apart, on the dates of the filed schedule (Law 5920, Article 5(h); Annex III A, points 13.1 and 13.4). Record each scheduled date as an expiry and, separately, the five-working-day deadline for the report.
