Never let a staff member's driving licence expire unnoticed

In Argentina the National Driving Licence is issued for up to five years and every renewal requires passing the medical fitness exam (Act 24.449, Article 13(c)). From age 65, classes A, B and G need a fitness check every three years and from 70 yearly; officers retain expired licences.

Every driver must hold a National Driving Licence, issued by municipalities or provincial bodies authorised by the National Road Safety Agency, which allows driving on all streets and roads of the Republic (Argentina's Traffic Act 24.449, Article 13(a)). Class A covers mopeds, motorcycles and motor tricycles; class B covers cars and vans with a trailer of up to 750 kilograms or a motorhome; class G covers agricultural tractors and special agricultural machinery (Article 16).

Licences may be issued for up to five years, and each renewal requires passing the medical fitness (psychophysical) examination; a holder with a record of serious offences must also retake the theory and practical tests (Article 13(c)). Under the regulations, people up to 21 are licensed only for classes A and B, and people aged 21 to 65 for all classes, in both cases for the maximum the Act allows; to renew, the holder presents a certificate of medical fitness issued by doctors or health centres registered with the Agency (Decree 779/95, Annex 1, Article 13(c.1) and (c.2)).

From age 65 the validity is reduced (Act 24.449, Article 13(e)). To keep classes A, B and G, the holder must confirm medical fitness every three years, and the local authority may grant a shorter period based on the examination; from age 70 the check is yearly (Annex 1, Article 13(e.1) and (e.3)). The licence is issued in digital form; the physical card has no expiry date and is valid as long as the digital licence is (Annex 1, Article 13(b)).

Who is responsible?

The driver renews the licence and presents the medical fitness certificate (Annex 1, Article 13(c.2) and (e)). Licences are issued by municipalities or provincial bodies authorised by the National Road Safety Agency (Act 24.449, Article 13(a)); for classes A, B and G it must be the authority of the address shown on the national ID (Annex 1, Article 13(a)). To drive, the driver must be licensed and carry the licence (Act 24.449, Article 40(a)).

If the deadline passes

Enforcement officers must retain expired licences (Act 24.449, Article 72(b)(1)). Driving without being properly licensed and lacking required documents are serious offences (Article 77(d) and (e)). The issuing authority must also suspend a licence when it finds that the holder's medical condition no longer meets the requirement; the former holder may apply for renewal by passing the new examinations (Article 19).

Change of address or details

The holder must promptly report any change in the details shown on the licence. After a change of jurisdiction, the holder must apply for a new licence from the new authority, which issues it for the remaining period in exchange for the old one. The licence lapses 90 days after an unreported change (Act 24.449, Article 18).
