Renew each goods transport facility licence on time

A TGA licence to operate a truck park, loading and unloading centre or consolidation centre is issued per activity and site for 5 years (Arts. 4 and 5, Goods Transport Facilities Regulations). Renewal is filed in the 180 days before expiry with a Saudization certificate; after 30 days past expiry the licence is void.

In Saudi Arabia, the Transport General Authority (TGA) regulates goods transport facilities under the Implementing Regulations for Goods Transport Facilities Operation Activities, issued under the Road Transport Law (Royal Decree No. M/188 dated 24/08/1446 AH). The activities are operating truck parks, operating goods-delivery bike parks, operating loading and unloading centres, and operating consolidation and break-bulk centres (Articles 1 and 3).

Only establishments may carry out these activities, and none may do so without a TGA licence, or continue after the licence has expired, been cancelled or been suspended (Article 2). A separate licence is issued for each activity and for each site (Article 4). The licence is issued in the establishment's name, limited to the licensed site, and is valid for 5 years (Article 5).

The licence is renewed at the licensee's request for the same period, after paying the fees and any fines. The renewal request, with all its conditions met, is filed during the 180 days before the licence expires, together with a valid Saudization (localisation) certificate. A renewal request may still be filed within 30 days after expiry, and TGA may impose the penalties for late renewal (Article 8). The licence becomes void automatically 30 days after expiry without renewal (Article 10).

Before the licence, TGA gives a preliminary approval; the licence application must follow within 180 days of it, or the approval lapses, unless TGA extends it (Article 7).

Who is responsible?

The licensee. Some licence conditions must stay valid for the whole licence term: the safety licences from the relevant authorities, the approvals of the access plans and road connections, and a valid commercial registration that includes the activity (Articles 5, 6 and 7).

If the deadline passes

The regulations prohibit continuing the activity after the licence expires (Article 2). A renewal request may be filed within 30 days of expiry, and TGA may impose the penalties for late renewal. After 30 days without renewal, the licence becomes void automatically (Articles 8 and 10).

What the first licence needs

Besides the preliminary approval, the licence requires proof that the facility is ready, the safety licences from the relevant authorities, the environmental permits (for truck parks), the relevant authorities' approval of the entrance and exit plans, a pricing policy (for truck parks), a premises for the activity, which may be inside the facility, and the establishment's classification certificate from the Small and Medium Enterprises General Authority (Article 5).
