Renew every Balady commercial licence on time

A Saudi municipal commercial licence (Balady) runs one to five Gregorian years, or one year for public health, hazardous and service centre activities (Art. 11, Municipal Licensing Regulations). After expiry the holder has 5 working days to pay renewal fees before a fine; cancellation follows after 90 days (Art. 10).

In Saudi Arabia, the municipal commercial licence is issued by the municipality (amana or baladiya) through the Balady electronic platform and approves the practice of a commercial activity at a specific site. The rules are in the Implementing Regulations of the Law of Municipal Licensing Procedures, issued by the Ministry of Municipalities and Housing (MOMAH).

Under Article 11 of the regulations, a commercial licence for a shop or establishment is valid for at least one Gregorian year and at most five years, at the licensee's request. Activities related to public health, hazardous activities and service centres get one year. If another government entity supervises the activity, the licence follows that entity's licence period, up to five years.

The municipality notifies the licence holder 30 days before expiry. The holder should apply on the platform to renew, cancel or suspend the licence before it expires, to avoid automatic renewal fees. After expiry there are 5 working days to pay the renewal fees before a fine is calculated, and a licence that is not renewed is cancelled automatically 90 days after its expiry date (Article 10).

Who is responsible?

The licence holder, or a person the holder authorises. Renewal is done at the holder's request through the Balady platform.

If the deadline passes

Under Article 10 of the regulations, renewal fees are calculated automatically after expiry for the period from the expiry date until cancellation. The municipality gives the holder 5 working days from the expiry date to pay the renewal fees; otherwise a fine is calculated. If the licence is not renewed, it is cancelled automatically 90 days after its expiry date.

Keep the establishment document valid

A commercial licence can only be renewed if the establishment document is valid. The regulations define it as an official document showing the establishment's basic data and permitted activities, such as the commercial registration or the unified national number. Renewal also needs civil defence approval and payment of any municipal fees and fines (Article 10).

Tracking it with ExpirySuite

  1. Add each commercial licence (one per shop or site) with its expiry date.
  2. Reminders arrive 60, 30, 14, 7 and 1 day before expiry and on the expiry day, so the renewal request is filed before the licence expires.
  3. Track the commercial registration and the civil defence certificate as separate documents, because renewal needs them.
  4. Assign a responsible person for each licence so the right person gets the reminder.
  5. If a licence passes its expiry date, managers get overdue reminders 3, 7 and 14 days later, well before the 90-day automatic cancellation.
  6. Emails arrive in each recipient's language, Arabic included.
