Renew your TGA heavy goods transport licence on time

A TGA licence for commercial heavy goods transport with trucks over 3,500 kg is issued in the establishment's name for 3 years (Articles 5 and 13 of the Heavy Goods Transport Regulations). Renewal is filed in the 180 days before expiry with a valid Saudization certificate; after 30 days past expiry the licence is void.

In Saudi Arabia, heavy goods transport is regulated by the Transport General Authority (TGA) under the Implementing Regulations for Heavy Goods Transport Activities for Commercial and Non-Commercial Purposes. They cover trucks with a gross weight above 3,500 kg. No one may carry out these activities without a TGA licence, or continue after the licence has expired, been cancelled or been suspended (Article 2).

An establishment needs a licence for commercial heavy goods transport, either for others (for hire) or for its own business. The licence is issued in the establishment's name for 3 years (Articles 5 and 13). It is renewed at the establishment's request for the same period. The renewal request, with all its conditions met, is filed during the 180 days before the licence expires, and a valid Saudization (localisation) certificate is required (Articles 6 and 14).

A renewal request may still be filed within 30 days after the expiry date; after that the request is void, and TGA may still apply penalties for late renewal. A licence that is not renewed becomes void automatically 30 days after it expires (Articles 6, 8, 14 and 15).

Individual Saudi operators with one truck do not get this licence: their vehicle operating card serves as the licence (Article 10).

Who is responsible?

The licensed establishment. Renewal is at its request, through TGA's approved channels. Some licence conditions must stay valid for the whole licence term, including a valid commercial registration that includes the activity (Articles 4 and 12).

If the deadline passes

The regulations prohibit continuing the activity after the licence expires (Article 2). A renewal request may be filed within 30 days of the expiry date, without prejudice to TGA's right to impose penalties for late renewal. If the licence is not renewed within 30 days of expiry, it becomes void automatically (Articles 6, 8, 14 and 15).

Branch licences follow the main licence

A for-hire establishment may get a branch licence. It is valid only as long as the main licence, and the same rules apply: renewal during the 180 days before expiry, a late request within 30 days after expiry, and automatic cancellation 30 days after expiry, or when the main licence is cancelled (Article 9).

Tracking it with ExpirySuite

  1. Add each TGA licence (main and branch) with its expiry date.
  2. Reminders arrive 60, 30, 14, 7 and 1 day before expiry and on the expiry day; all of them fall inside the 180-day renewal window.
  3. Track the commercial registration, the Saudization certificate and each truck's operating card as separate documents, because renewal and operation depend on them.
  4. Assign a responsible person for each licence so the right person gets the reminder.
  5. If a licence passes its expiry date, managers get overdue reminders 3, 7 and 14 days later, before it becomes void at 30 days.
  6. Emails arrive in each recipient's language, Arabic included.
