Renew your TGA order delivery licence on time

A TGA order delivery licence is issued in the establishment's name for 3 years (Article 3 of the Order Delivery Activity Regulations). The provider files renewal with a valid Saudization certificate in the 180 days before expiry; a late request is accepted within 30 days, then the licence is void (Articles 5 and 7).

In Saudi Arabia, the order delivery activity is regulated by the Transport General Authority (TGA) under the Implementing Regulations for the Order Delivery Activity, issued under the Road Transport Law (Royal Decree No. M/188 dated 24/08/1446 AH). Order delivery means directing specific orders by vehicle for a beneficiary through a technical system, such as the provider's website or app. The regulations apply to companies licensed for the activity (Articles 1 and 2).

No one may carry out the activity without a TGA licence, or continue after the licence has expired, been cancelled or been suspended. The licence requires, among other things, a valid commercial registration that includes order delivery, a registered trademark for the technical system, valid social insurance and (after the first year) zakat certificates, a premises in the licensed city, and a technical system linked to TGA's electronic platform. It is issued in the establishment's name, shows the technical system's trademark, and is valid for 3 years (Article 3).

The licence is renewed at the service provider's request for the same period. The renewal request, with all its conditions met, is filed during the 180 days before the licence expires, together with a valid Saudization (localisation) certificate. A renewal request may still be filed within 30 days after expiry, and TGA may impose the fine for late renewal. The licence becomes void automatically 30 days after expiry if no renewal request meeting all conditions has been filed (Articles 5 and 7).

Who is responsible?

The licensed service provider. Three licence conditions must stay valid for the whole licence term: a valid commercial registration that includes the activity, a suitable premises in the licensed city, and a technical system linked and integrated with TGA's electronic platform (Article 4).

If the deadline passes

The regulations prohibit continuing the activity after the licence expires (Article 3). A renewal request may be filed within 30 days of expiry, and TGA may impose the fine for late renewal. After 30 days without a renewal request meeting all conditions, the licence becomes void automatically (Articles 5 and 7).

Carriers, drivers and vehicles need valid documents too

A service provider may only work with carriers licensed by TGA for goods transport by motorcycle or light goods transport, or with Saudi individuals using their own car. Drivers of those licensed carriers need a valid driver card, and their vehicles a valid operating card. A Saudi individual needs a valid driving licence and a clean criminal record, and the car needs a valid registration, insurance and periodic technical inspection (Articles 8, 10 and 11).
