In Saudi Arabia, the Transport General Authority (TGA) regulates professional qualification of drivers and operations managers in road transport. Under TGA's Implementing Regulations for Qualifying Providers of Professional Qualification Services for Drivers and Operations Managers in Road Transport Activities, the professional competence certificate is granted after passing the professional competence test (Article 1).
TGA issues the certificate when the trainee passes the test with a score of 60%, and it is valid for 5 years. To renew it for the same period, the holder must take a refresher course with an accredited training provider within the 60 days before the certificate expires (Article 11).

The driver or operations manager holds the certificate. In heavy goods transport, the professional driver card is renewed at the service provider's request, and its validity is tied to the certificate (Heavy Goods Transport Regulations, Article 21).
The certificate also limits the driver card
Under TGA's Implementing Regulations for Heavy Goods Transport Activities, a driver must hold a professional driver card (or a dangerous goods driver card), which requires passing the professional competence test. The card is valid no later than the earliest of the licence expiry, the driving licence expiry, the professional competence certificate expiry or the end of a temporary work permit (Article 21).
