Track your site manager appointment and contract
In Türkiye every building subject to a permit has a site manager working under a contract with the contractor stating the job, its term and fee (Site Managers Regulation, Article 5(1)). The duty runs from the building permit to the occupancy permit (Article 7(1)); people who have reached 75 may not take it on.
Under Türkiye's Site Managers Regulation, site management of every building subject to a building permit is carried out under an employment contract between the contractor and the site manager, stating at least the name, term and fee of the job, the site address and the parties' electronic addresses for official notices (Article 5(1)). The site manager's duty starts when the building permit is obtained and ends when the occupancy permit is obtained (Article 7(1)).
People who have reached seventy-five or have a condition preventing continuous presence on site, people working full-time in another job, and people banned from professional practice (for the duration of the ban) may not act as site manager (Article 6(1)). The relevant authority checks that the site manager meets these conditions and asks for the contract signed with the contractor (Article 9(1)(a) and 9(1)(b)).

The age-75 limit (Article 6(1)(c)) took effect on 31.12.2023; jobs already taken on, or contracted with the contractor, before that date may continue (Provisional Article 2(2)). Architect or engineer site managers may take on at most four, three or two jobs at the same time depending on floor area; for buildings over 7,500 m² and public investment projects they may not take any other job (Article 7(4)). Until 31.12.2026 the 1,500 m² limit is applied as 2,500 m² and the 4,500 m² limit as 5,000 m² (Provisional Article 2(3)).
Who is responsible?
The building contractor signs the employment contract with the site manager; if qualified, it can also act as site manager itself (Article 5(2)). A site manager who wants to leave notifies the resignation in writing to the relevant authority on the same day, and to the contractor through a notary or its electronic notice address (Article 8(5)).
If the deadline passes
The relevant authority records site managers who leave and does not allow construction to continue until a new site manager is appointed (Article 9(1)(g)); nor does it allow construction to continue without a site manager (Article 9(1)(ı)). Site managers found in inspection not to meet their obligations are dealt with under Article 32 and Article 42(3) of Zoning Law No. 3194 (Article 9(1)(i)).
