Never lose an administrator registration over an expired course

A building administrator listed in Buenos Aires City's register (RPA) must renew their training every year with a refresher course of at least 10 hours (Law 941, Article 4(f)). The certificate, issued within the previous six months, is filed with the yearly registration update (Disposition 2615/DGDYPC/26).

Law 941 of the Autonomous City of Buenos Aires creates the Public Register of Administrators of Condominium Associations (RPA) and bans administering condominium associations, paid or unpaid, without prior registration (Articles 1 and 2). Registration requires a certificate of completion of training given by authorised bodies, of at least 120 hours, which must be renewed every year through a refresher course of at least 10 hours; the enforcing authority sets the core content (Article 4(f)). The enforcing authority is the Directorate-General for Consumer Defence and Protection (Decree 551/2010, Article 4).

The course is proved in the yearly registration update. Under Disposition 2615/DGDYPC/26, administrators must file the sworn Yearly Registration Update by the date shown on the last certificate issued by the Register; once done, they receive a new certificate with the date of the next update (Article 2). The instructions approved by that disposition require the refresher course certificate to be issued by an authorised body within the six months before the filing, together with bankruptcy-register and criminal-record certificates from the last six months and the tax ID record (Annex I, points 3 to 6).

Administrators must also show the updated registration certificate at the ordinary owners' meeting every year (Law 941, Article 8) and file a sworn statement on the associations they manage (Article 12). For the 2025 period, that statement is due by 30 November 2026 inclusive (Disposition 2615/DGDYPC/26, Article 3). Unpaid volunteer administrators file their ID, the meeting minutes appointing them and their tax ID, and are exempt from the Article 12 statement (Articles 4 and 12).

Who is responsible?

The administrator listed in the Public Register of Administrators of Condominium Associations must pass the refresher course, file the sworn registration update and show the association the updated registration certificate (Law 941, Articles 4, 8 and 12). For legal entities, the implementing rules set which members of the management body must meet these requirements (Article 4). Courses are given by bodies authorised by the enforcing authority.

If the deadline passes

Disposition 4550/DGDYPC/25 cancelled the registration of administrators who had not updated it for more than three years, citing among the unmet requirements the training course certificate; to register again they must meet the registration requirements and receive a new registration number. Administering without registration and failing to comply with Article 12 are offences (Law 941, Article 15(a) and (f)), punishable by a warning, a fine, suspension of up to nine months or removal from the Register (Article 16).

The course must be recent, not just from this year

The current instructions require the refresher course certificate to have been issued within the six months before the filing (Disposition 2615/DGDYPC/26, Annex I, point 5). Plan the course so that it falls within that window before the update date shown on the Register's last certificate.

Tracking it with ExpirySuite

  1. Add each administrator and record the registration update date shown on the Register's last certificate as the expiry; you can add the course certificate as a separate record.
  2. Email reminders arrive 60, 30, 14, 7 and 1 day before expiry and on the expiry day, leaving time to take the course within the six months before filing.
  3. The administrator can upload the course certificate and the new registration certificate through a secure link that is valid for 14 days and needs no account.
  4. Assign a responsible person, such as the head of the management firm; if a registration expires, managers get further reminders 3, 7 and 14 days later.

Frequently asked questions

How many hours must the yearly course last?
At least 10 hours. The initial training, of at least 120 hours, must be renewed every year with a refresher course of that minimum length; the enforcing authority sets the content (Law 941, Article 4(f)).
How old can the course certificate be?
Under the instructions approved by Disposition 2615/DGDYPC/26, the refresher certificate must have been issued by an authorised body within the six months before the filing (Annex I, point 5).
By when must the registration be updated?
By the date shown on the last certificate issued by the Register; once the sworn statement is filed, a new certificate is issued with the date of the next update (Disposition 2615/DGDYPC/26, Article 2).
Does an unpaid volunteer administrator also take the course?
Law 941 asks unpaid volunteer administrators for their ID, a certified copy of the minutes appointing them without pay and their tax ID, and exempts them from the yearly Article 12 statement (Articles 4 and 12). The course requirement in item (f) is listed among those for administrators in general.
