Keep your lifts' QR stickers from running out
In Buenos Aires City every lift must carry a QR-code sticker (oblea) issued via the Government Control Agency; it expires on 31 December and must be renewed by the following 31 March (Technical Regulation RT-050105-020601-05, section 2). The owner is responsible for upkeep and appoints a licensed maintenance company.
The Buenos Aires City Building Code requires every building with lifts, goods lifts, escalators, moving walkways, moving vehicle ramps, mechanised car parking, car lifts or alternative lifting devices to have a maintenance and technical assistance service, as set out in the Technical Regulations; the owner is responsible for keeping them in perfect condition and for preventing their use when they are not safe (Art. 5.1.5, text of Law 6438, Art. 111).
Technical Regulation RT-050105-020601-05 'Maintenance of mechanical lifting equipment' (version 2, approved by Resolution 80/SSGU/21) requires the obligated party to declare its lifts in the Lift Maintenance Register and to obtain, for each one, the sticker with a QR code. The sticker expires on 31 December each year and must be renewed by 31 March of the following year at the latest; it must be available inside the lift and also next to it on the ground floor, in a visible and accessible place (RT, section 2).
A maintenance company with a current permit is appointed for each lift and validates the maintenance in the digital system; its technical representative reports at least once a month in the digital logbook whether the lift is fit for use (RT, sections 4, 5.1 and 5.4.2). Scanning the QR code shows, among other data, the status, the sticker's validity, the maintenance company, the emergency phone number and the latest report (section 5.4.4). The procedure is done online with the Government Control Agency (AGC) using a level 3 miBA account.

A rule of the Autonomous City of Buenos Aires; it does not apply outside the City. The official index of Building Code Technical Regulations lists version 2 (November 2021) of this RT as in force. Resolution 430/AGC/13, which created the Registered Lifts project, and Provision 1660/DGFYCO/18 are shown as no longer in force in the City's Official Gazette.
Who is responsible?
The obligated party under Article 5.1 of the Building Code (owners, co-owners under the horizontal property regime, surface-right holders, usufructuaries, users, holders, trustees and others) declares the lifts, appoints the maintenance company, renews the sticker and keeps the insurance policy current (RT-050105-020601-05, sections 2, 5.1 and 6). The procedure can be done by the owner, holder or building administrator with a level 3 miBA account ('Declaración de elevadores - Propietarios' procedure). The maintenance company must accept or reject the maintenance of each declared lift.
If the deadline passes
Renewing the lift's maintenance certificate (a current QR sticker) and having a current maintenance report are among the obligated party's duties (RT-050105-020601-05, section 6, items c and f). If the maintenance company reports the lift as 'not fit for use', it must be kept out of service (sections 5.4.3 and 6, item b). The City's offences regime is not reproduced on this page.
A fixed calendar date, not twelve months
The sticker does not expire twelve months after issue: it expires on 31 December each year, and the regulation allows until the following 31 March to renew it (RT-050105-020601-05, section 2). Changing maintenance company updates the QR code's data without reprinting the sticker ('Declaración de elevadores - Propietarios' procedure).
