Don't let your contractor licence group expire

A Turkish building contractor's licence group is valid for five years (Building Contractors Classification Regulation, Article 19(1)). A group not renewed after expiry is cancelled and downgraded to group H, and no new construction or demolition work may be taken on until renewal (Article 19(4)).

Under Türkiye's Regulation on the Classification and Registration of Building Contractors (Yapı Müteahhitlerinin Sınıflandırılması ve Kayıtlarının Tutulması Hakkında Yönetmelik), building contractors are classified by their economic, financial, professional and technical capacity (Article 1) into groups A, B, B1, C, C1, D, D1, E, E1, F, F1, G, G1, H and temporary (Article 14(1)). A licence group is valid for five years (Article 19(1)).

If a group is not renewed after it expires, it is cancelled and the contractor is downgraded to group H; for demolition contractors the group is cancelled. Until renewal, no new construction or demolition work may be taken on under the regulation (Article 19(4)).

The current text of the regulation does not use the name "YAMBİS"; contractor licence records are kept electronically in ŞANTİYE-M (the Contracting, Site Management and Certified Construction Workers Information System) (Article 4(1)(g)).

Who is responsible?

The building contractor holding the licence. Issuing the licence number and setting and renewing the group are reviewed by the Provincial Contractor Licence Commission set up at the provincial directorates (Article 9(1)).

If the deadline passes

If a contractor does not renew after the validity period ends, the current group is cancelled and downgraded to group H; for demolition contractors the group is cancelled. Until renewal, no new construction or demolition work may be taken on under the regulation (Article 19(4)). While a contractor's licence number is cancelled, no group renewal is carried out (Article 19(5)).

Start preparing early

The regulation does not set a separate window before expiry for the renewal application. Because all documents used to set the group that are no longer current are requested again at renewal (Article 19(2)), gathering them before the expiry date helps avoid delays.
