Don't let the sanitary registration of your high-risk foods expire unrenewed
INVIMA's sanitary registration for high-risk foods in Colombia is valid for five years and renewable for equal periods (Article 39 of Resolución 2674 de 2013). The holder requests renewal three months before expiry; no later renewal is provided for, and the food may not be sold to consumers without it (Article 37).
Every food sold directly to consumers must obtain, according to its public-health risk, the Sanitary Notification (NSA), Sanitary Permit (PSA) or Sanitary Registration (RSA) issued by the National Food and Drug Surveillance Institute (INVIMA), with some exceptions such as unprocessed natural foods or foods used exclusively by industry and the food-service sector (Article 37 of Resolución 2674 de 2013, as amended by Article 1 of Resolución 3168 de 2015). The Sanitary Registration is the administrative act that authorises a natural or legal person to manufacture, process, pack, import and/or sell a food of high public-health risk; the Sanitary Permit covers medium-risk foods and the Sanitary Notification lower-risk foods (Article 3). The risk classification of foods is in the technical annex of Resolución 719 de 2015 of the Ministry of Health and Social Protection (Article 1).
The Sanitary Registration is valid for five (5) years and may be renewed successively for equal periods; the holder must file the renewal application three (3) months before the expiry date, supplying the required documents (Article 39 of Resolución 2674 de 2013). For comparison, the Sanitary Permit is valid for seven (7) years (Article 39) and the Sanitary Notification for ten (10) years (Article 41). Issue and renewal, and certain changes (name or company name, address, holders, manufacturers, commercial presentations and brands, among others), are processed automatically with later review of the documents, under procedures set by INVIMA (Article 37, as amended).
INVIMA issues sanitary registrations, permits and notifications and handles their renewal and amendment (Article 44), and any change to the registration must be reported to INVIMA (Article 43). Application requirements for domestic and imported foods are in Article 38. The holder must comply at all times with sanitary rules and the conditions under which the registration was granted (Article 47), and INVIMA may order an ex officio review at any time (Articles 48 and 49). Registrations issued under Decreto 3075 de 1997 remain valid for the term for which they were granted and, to be renewed, must meet the requirements of Resolución 2674 (Article 53, paragraph).

Who is responsible?
The holder of the sanitary registration must request renewal three months before expiry (Article 39 of Resolución 2674 de 2013) and comply at all times with sanitary rules and the production and quality-control conditions under which it was granted; any breach also extends to the manufacturer, seller and importer when they are not the holder (Article 47).
If the deadline passes
Resolución 2674 de 2013 regulates renewal requested three months before expiry (Article 39) and does not provide for a renewal procedure after that date. Foods that require a registration must have one to be sold directly to consumers (Article 37, as amended), and the health authorities may adopt safety measures and impose the sanctions of Ley 09 de 1979, following the procedure of Ley 1437 de 2011 (Article 52).
A five-year expiry for each product
One registration may cover several foods in the cases listed in Article 42 of Resolución 2674 de 2013, but a company with several registrations has several expiry dates. As renewal is requested three months before (Article 39), prepare the documents well in advance.
Tracking it with ExpirySuite
- Add each sanitary registration as a record, with its RSA number, and enter as the expiry date the one stated in the act of issue or latest renewal.
- Because the catalogue sets a 90-day early reminder for this document, the first reminder arrives three months before expiry, when renewal must be requested; the others arrive 60, 30, 14, 7 and 1 day before and on the day.
- Your regulatory affairs team can upload proof of renewal through a secure link that is valid for 14 days and needs no account; then move the expiry date on to the new five-year term.
- Assign your regulatory affairs or quality team as the responsible person; if the date passes without renewal, managers get further reminders 3, 7 and 14 days later.
