Keep your low-voltage inspection on schedule
Low-voltage installations in Spain that needed an initial inspection, such as places open to the public, are inspected by an inspection body every five years; shared installations of housing blocks over 100 kW, every ten (ITC-BT-05, Royal Decree 842/2002). Conditional defects: six months to fix.
Technical instruction ITC-BT-05 of Spain's Low-Voltage Electrical Regulation (REBT, Royal Decree 842/2002) requires periodic inspections every five years for all low-voltage electrical installations that needed an initial inspection, and every ten years for the shared installations of residential buildings with total installed power above 100 kW (section 4.2).
Installations that need an initial inspection include industrial installations with a design project and more than 100 kW, places open to the public, class I fire or explosion risk premises and swimming pools above 10 kW (section 4.1). Inspections are carried out by inspection bodies (organismos de control) accredited for this regulatory field (section 2.2).
The inspection body issues an inspection certificate rating the installation as favourable, conditional or negative. If conditional, an installation in service gets a deadline to fix the defects of no more than six months; if they are not fixed in time, the certificate with a negative rating is sent to the regional authority. If negative, the certificate is sent to the regional authority immediately (section 5.2).

| Installations that needed an initial inspection | Periodic inspection every 5 years (ITC-BT-05, section 4.2) |
|---|---|
| Shared installations of residential buildings above 100 kW | Periodic inspection every 10 years (section 4.2) |
| Who inspects | Inspection body accredited for low voltage (section 2.2) |
| Favourable | No very serious or serious defects; minor ones are fixed before the next inspection (section 5.2.1) |
| Conditional | At least one serious defect or an unfixed minor defect from a previous inspection; up to 6 months to fix (section 5.2.2) |
| Negative | At least one very serious defect; certificate sent immediately to the regional authority (section 5.2.3) |
Installations that need an initial inspection: (a) industrial installations that require a design project, with installed power above 100 kW; (b) places open to the public; (c) class I fire or explosion risk premises, except car parks with fewer than 25 spaces; (d) wet premises above 25 kW; (e) swimming pools above 10 kW; (f) operating theatres and treatment rooms; (g) outdoor lighting above 5 kW; (h) electric vehicle charging stations that require a design project (ITC-BT-05, section 4.1).
Who is responsible?
Owners must keep their installations in good working order, use them according to their characteristics and not modify them themselves; modifications are made by an electrical installation company (Article 20 of the Regulation). The installation company may attend the inspection if it wishes (ITC-BT-05, section 5.1).
If the deadline passes
Breaches of the Regulation are classified and penalised under Title V of the Industry Act, Law 21/1992 (Article 28). If the inspection finds defects, a conditional or negative rating ends up being reported to the regional authority (ITC-BT-05, section 5.2).
How defects are classified
Very serious: an immediate danger to people or property. Serious: not an immediate danger, but could become one if a fault occurs, or substantially reduces how the installation can be used; examples include missing protection against indirect contact, lack of continuity of protective conductors, or an accumulation of minor defects. Minor: no danger and no disruption, and the deviation has no significant effect on using the installation (ITC-BT-05, section 6).
Tracking it with ExpirySuite
- Add each installation and record the deadline for the next periodic inspection: five years from the last one, or ten years for shared installations of residential buildings above 100 kW.
- Email reminders arrive 60, 30, 14, 7 and 1 day before and on the day itself.
- The inspection body or the installation company can upload the inspection certificate through a secure link that is valid for 14 days and needs no account.
- Assign a responsible person, such as the property manager or maintenance lead; emails arrive in each recipient's language. If a date passes, managers get further reminders 3, 7 and 14 days later.
Frequently asked questions
- Which installations need a low-voltage inspection every five years in Spain?
- All those that needed an initial inspection under section 4.1 of ITC-BT-05, for example places open to the public, industrial installations with a design project above 100 kW, or swimming pools above 10 kW (section 4.2).
- Does a residential building need one?
- The shared installations of residential buildings are inspected every ten years if their total installed power exceeds 100 kW (ITC-BT-05, section 4.2).
- What happens with minor defects?
- With a favourable rating they are noted and the owner must fix them before the next inspection. A minor defect from a previous inspection that has not been fixed leads to a conditional rating (sections 5.2.1 and 5.2.2).
- Who can carry out the inspection?
- An inspection body accredited for the low-voltage regulatory field, without prejudice to the powers of the public authorities (ITC-BT-05, section 2.2; Article 21 of the Regulation).
