Annual and five-yearly fire protection maintenance in Spain (RIPCI)

Active fire protection equipment in Spain must receive at least the yearly and five-yearly operations in Table II of Annex II of RIPCI (Royal Decree 513/2017, Article 21.1), which only the manufacturer or an authorised maintenance company may perform. It issues a certificate and the records are kept for five years.

Active fire protection equipment and systems follow the manufacturer's maintenance programme and, as a minimum, the operations in Tables I and II of Annex II of Spain's Fire Protection Installations Regulation (RIPCI, Royal Decree 513/2017). Annex II sets the maximum time that may pass between two consecutive maintenance visits (Article 21.1). Table II lists the yearly and five-yearly operations.

Unlike the quarterly and six-monthly checks, Table II operations may only be carried out by the manufacturer's staff or by a maintenance company that meets Article 16 (Annex II, sections 3 and 4). The maintenance company issues a maintenance certificate signed by a technical manager with the checklists attached, and the records are signed by the company and the owner's representative (Article 17.e; Annex II, section 5).

The maintenance company must tell the holder when the periodic operations are due and give it a technical report on any equipment with deficiencies it cannot correct (Article 17.c and f). Both the company and the holder keep documentary evidence of the maintenance programme for at least five years, available to the regional authority (Annex II, section 6; Article 21.2).

Summary of Table II of RIPCI Annex II as worded since 10 May 2025 (Royal Decree 164/2025). The full table includes further operations, such as sprinkler inspections under UNE-EN 12845.

Who is responsible?

The installation holder commissions the Table II operations from the manufacturer or an authorised maintenance company (Annex II, section 4). The maintenance company carries out maintenance within the regulatory deadlines, tells the holder the dates and issues the certificate (Article 17.a, e and f).

If the deadline passes

Breaches of RIPCI and its annexes are classified and penalised under Title V of Industry Act 21/1992 (Article 23). Maintenance records must be available to the regional industry authority for at least five years (Article 21.2).

2025 changes

Royal Decree 164/2025 amended Table II. For equipment already installed, only the new maintenance and inspection provisions apply, and the amended maintenance activities had to start within one year of its entry into force, one month after publication (sixth transitional provision, letter b, and twelfth final provision).

Tracking it with ExpirySuite

  1. Add each installation with the date of the next annual maintenance and, as separate records, the five-yearly operations and the quarterly and six-monthly checks.
  2. Email reminders arrive 60, 30, 14, 7 and 1 day before and on the day itself. The 60-day reminder leaves time to schedule the maintenance company.
  3. The maintenance company can upload the certificate and checklists through a secure link that is valid for 14 days and needs no account.
  4. Assign a responsible person, such as the building maintenance manager; emails arrive in each recipient's language. If a date passes, managers get further reminders 3, 7 and 14 days later.

Frequently asked questions

Can the holder do the annual maintenance itself?
No. Table II operations are done only by the manufacturer's staff or a maintenance company that meets Article 16 (Annex II, section 4). The holder may do the Table I checks.
What document do I get?
A maintenance certificate signed by the company's technical manager, with the checklists attached (Article 17.e; Annex II, section 5).
How long are the records kept?
At least five years, by both the company and the holder (Annex II, section 6; Article 21.2).
What about extinguisher pressure tests?
For the level C test, Table II refers to Annex III of the Pressure Equipment Regulation, which has its own deadlines. Track it as a separate record.
