Don't let the sanitary notification for your lower-risk foods expire unrenewed
INVIMA's sanitary notification for lower-risk foods in Colombia is valid for ten years and renewable for equal periods (Article 41 of Resolución 2674 de 2013). The holder requests renewal three months before expiry; no later renewal is provided for, and the food may not be sold to consumers without it (Article 37).
The Sanitary Notification is the consecutive number assigned by the competent health authority that authorises a natural or legal person to manufacture, process, pack, import and/or sell a food of lower public-health risk for human consumption (Article 3 of Resolución 2674 de 2013). Every food sold directly to consumers must obtain, according to its risk, the Sanitary Notification (NSA), Sanitary Permit (PSA) or Sanitary Registration (RSA) issued by INVIMA, with the exceptions in Article 37 (unprocessed natural foods, raw chilled or frozen foods of animal origin without processing, foods and raw materials for exclusive use by industry and the food-service sector, and foods for the San Andrés and Providencia free port), as amended by Article 1 of Resolución 3168 de 2015. The risk classification of foods is in the technical annex of Resolución 719 de 2015.
The Sanitary Notification is valid for ten (10) years and may be renewed successively for equal periods; the holder must file the renewal application three (3) months before the expiry date, supplying the documents required by the resolution (Article 41). The requirements for issue are in Article 40: for domestic foods, the INVIMA application form and the product technical sheet; for imports, also the free-sale certificate from the country of origin, the manufacturer's authorisation to the importer and, where the manufacturer does not own the product, the owner's authorisation and proof of the commercial relationship. Issue, renewal and certain changes are processed automatically with later review of the documents (Article 37, as amended).
INVIMA issues sanitary notifications and handles their renewal and amendment (Article 44). One notification may cover several foods in the cases of Article 42, and any change must be reported to INVIMA (Article 43). The holder must comply at all times with current sanitary rules and the conditions under which the notification was granted, and breaches extend to the manufacturer, seller and importer when they are not the holder (Article 47); INVIMA may order an ex officio review at any time (Articles 48 and 49). For comparison, the medium-risk Sanitary Permit lasts seven years and the high-risk Sanitary Registration five years (Article 39).

Who is responsible?
The holder of the sanitary notification must request renewal three months before expiry (Article 41 of Resolución 2674 de 2013) and comply at all times with current sanitary rules and the production and quality-control conditions under which it was granted; any breach also extends to the manufacturer, seller and importer when they are not the holder (Article 47).
If the deadline passes
Resolución 2674 de 2013 regulates renewal requested three months before expiry (Article 41) and does not provide for a renewal procedure after that date. Any food that requires a sanitary notification must have one to be sold directly to consumers (Article 37, as amended), and the health authorities may adopt safety measures and impose the sanctions of Ley 09 de 1979, following the procedure of Ley 1437 de 2011 (Article 52).
Ten years is a long time to remember a date
The longest term in the food regime is also the easiest to forget: a notification can be issued under one management team and expire under another. Recording the date of the act of issue and the three-month window in Article 41 keeps the product from being left without a valid authorisation.
Tracking it with ExpirySuite
- Add each sanitary notification as a record, with its NSA number, and enter as the expiry date the one stated in the act of issue or latest renewal.
- Because the catalogue sets a 90-day early reminder for this document, the first reminder arrives three months before expiry, when renewal must be requested; the others arrive 60, 30, 14, 7 and 1 day before and on the day.
- Your regulatory affairs team can upload proof of renewal through a secure link that is valid for 14 days and needs no account; then move the expiry date on to the new ten-year term.
- Assign your regulatory affairs or quality team as the responsible person; if the date passes without renewal, managers get further reminders 3, 7 and 14 days later.
