Technical inspection of residential buildings (ITE) in Catalonia
In Catalonia, residential buildings pass the ITE inspection before turning 45 and receive a fitness certificate valid ten years with no or minor defects, six with significant defects and three with serious defects once safety measures are in place (Catalan Decree 67/2015, Annex 1 and Article 14.1).
This page applies only to residential buildings in Catalonia, Spain. Every residential building must pass a technical inspection before it is 45 years old according to the land registry (cadastre), and then a new inspection before its fitness certificate (certificat d'aptitud) expires (Catalan Decree 67/2015, Annex 1). Municipal programmes or bylaws may set stricter deadlines (Article 4.1.b). Exempt, among others, are single-family homes whose main building stands 1.5 metres or more from the street, public areas and neighbouring plots (Article 3.2).
The inspection is carried out by a technician qualified as designer, site director or construction manager, with valid liability insurance (Article 7.4). The report is valid for four months from issue and must be filed before then, together with the application for the fitness certificate, with the Catalan Housing Agency or the competent town council (Articles 8.5 and 11.1). The authority decides within three months; without a reply the certificate is deemed granted (Article 12).
The certificate's validity runs from the report date: ten years with no defects or only minor ones, six years with significant defects and three years with serious or very serious defects once safety measures are in place (Article 14.1). With significant defects a technical check is also needed every two years, and with serious or very serious defects at the intervals in the report or at least every twelve months (Article 14.2 and 14.3).

Who is responsible?
The owner, or in a building under horizontal property the owners' association (Article 5.1). After receiving the report, the owners file it, carry out urgent safety measures and approve a renovation programme within one year, or six months if there are serious or very serious defects (Article 10).
If the deadline passes
Not having the inspection report when required can lead to recurring coercive fines and penalties under Catalan Law 18/2007 (Article 6). If a check finds that defects have worsened, the fitness certificate loses its validity (Article 14.2 and 14.3).
Two more dates to watch
Besides the certificate's expiry, record as separate entries the four-month deadline for filing the report (Article 8.5) and, if there are significant or serious defects, the periodic technical checks (Article 14.2 and 14.3).
