Building Evaluation Report (IEE) in the Region of Madrid
In the Region of Madrid, multi-unit residential buildings over fifty years old and buildings seeking public grants need a Building Evaluation Report (IEE), renewed at least every ten years and valid until 31 December of the ten-year period (Articles 2.2 and 5.1 of Madrid Decree 103/2016).
This page applies only to buildings in the Region of Madrid (Comunidad de Madrid), Spain. The IEE is required for multi-unit residential buildings more than fifty years after completion of construction or of a renovation with general restructuring, for buildings whose owners want public grants for conservation, accessibility or energy-efficiency works, and for other cases set by municipal rules or municipal technical services (Article 2.2 of Madrid Decree 103/2016). Buildings in a legal state of ruin, or with ruin proceedings under way, are excluded (Article 2.4).
The report certifies the building's state of repair, compliance with universal accessibility rules and its energy efficiency, and includes a visual inspection of the structure, façade, roof and shared drainage and water supply networks (Article 4.1 and 4.2). It is signed by a qualified technician with a responsible declaration (Article 6). Owners file it with the town council within three months of the end of the inspection and must carry out the works needed to correct the deficiencies it records (Article 3.3).
The IEE must be renewed at least every ten years, and its validity expires on 31 December of the corresponding ten-year period (Article 5.1). Town councils may set stricter deadlines (first transitional provision) and publish each year the list of buildings that require the report (Article 7.2).
