Renew your contractor classification before it expires
A contractor classification certificate from the Ministry of Municipalities and Housing is valid for two Gregorian years (Article 6 of the Executive Regulations of the Contractor Classification Law). The contractor applies for re-classification in the 90 days before expiry; without it, no classified project is awarded.
Under the Contractor Classification Law (Royal Decree No. M/9 dated 18/1/1443 AH), the Ministry of Municipalities and Housing classifies contractors and issues, amends, suspends and cancels classification certificates (Article 2). Government agencies and public bodies may not award or accept any bid for a project subject to classification unless the contractor is classified, and the project falls within the field, activity and grade of its classification (Article 3).
Under the Executive Regulations (Ministerial Decision No. 4700007402/1 dated 19/2/1447 AH), the classification certificate is issued electronically, and project owners check that it is genuine on the Ministry's website (Article 3). The certificate is valid for two Gregorian years (Article 6).
A contractor that wants to be re-classified may apply to the Ministry's agency within 90 days before the certificate expires (Article 11). Classification requests, including re-classification, are decided within no more than 60 working days after the contractor completes all requirements (Article 2). At the contractor's request, the certificate's validity can be extended once only, for 90 days from its end date, and extension requests are decided within no more than 10 working days (Articles 2 and 12).

Who is responsible?
The contractor. It applies for re-classification and for amendments to its certificate (Executive Regulations, Articles 11 and 15).
Changes to the company need an amended certificate
If a legal change in the commercial registration affects the classification, such as the trade name, ownership, legal form, nationality, registration number and date, or capital, the contractor must apply to amend its classification certificate within 30 days of the change (Executive Regulations, Article 15). Violations of the law or regulations can lead to a lower grade, suspension of the classification with a ban on renewal for up to five years, or cancellation (Law, Article 15).
