Keep your Bogotá building's annual lift inspection certificate in date
In Bogotá, lifts, escalators and powered doors must be inspected at least once a year by an ONAC-accredited body, and the certificate is valid for one year (Article 2 of Acuerdo 470 de 2011; Article 3 of Resolución 092 de 2014). The owner or manager is responsible; IDIGER reports non-compliance to the police authority.
Acuerdo 470 de 2011 of the Bogotá City Council makes an annual general inspection compulsory for vertical transport systems in buildings, such as lifts, escalators, moving ramps, lifting platforms and similar equipment, and for powered doors in public or private service in the Capital District (Article 1). The natural or legal persons who own or manage these systems must carry out the general inspection at intervals of no more than one (1) year, contracting the diagnosis and inspection with persons qualified and accredited by Colombia's National Accreditation Body (ONAC), who certify their proper operation under the relevant Colombian Technical Standard (Article 2). The Acuerdo is implemented by District Decree (Decreto Distrital) 663 de 2011.
Depending on the inspection results, the owner or manager must carry out the corresponding preventive or corrective maintenance, and the annual inspection does not replace preventive maintenance at the intervals set by the manufacturer or installer. The annual inspection certificate must be displayed at the entrance to the equipment, in a visible place (Article 2, paragraphs 1 to 3). In buildings where the public gathers, new systems must have an initial inspection certificate before they start operating, and the owner or manager must request a visit from the District Institute for Risk Management and Climate Change (IDIGER) (Article 2, paragraph 4, added by Acuerdo 786 de 2020). Owners or managers register the systems and attach the certificates through the link IDIGER provides on its website (Article 5A).
Resolución 092 de 2014 of the Emergency Prevention and Response Fund (FOPAE), the body that became IDIGER, adopts standards NTC 5926-1 and NTC 5926-2 as the technical guidelines for vertical transport systems and NTC 5926-3 for powered doors (Article 2, as amended by Resolución 221 de 2014), and provides that the certificate is valid for one (1) year (Article 3, paragraph 2). Verification visits check, among other things, the visible inspection certificate, the annual preventive maintenance schedule and maintenance reports (Article 4).

This obligation applies in the Capital District; other Colombian municipalities may have their own rules. The practical expiry date is the one shown on the certificate or, if none is shown, one year after it was issued.
Who is responsible?
The natural or legal persons who own or manage the vertical transport systems and powered doors must contract the inspection with an ONAC-accredited body, display the certificate and carry out any resulting maintenance (Article 2 of Acuerdo 470 de 2011), and must also register the systems and certificates through IDIGER's link (Article 5A). Citizens have a duty to report equipment without a certificate or with an expired one to the police authority (Article 4).
If the deadline passes
Acuerdo 470 de 2011 provides no grace period. Each year IDIGER checks buildings where the public gathers, buildings reported for malfunction or for not displaying the certificate, and a random sample; it reports non-compliant buildings to the local police authority, which applies the measures of Ley 1801 de 2016 for the conduct in item 5 of its Article 27 (Article 3 of Acuerdo 470, as amended by Acuerdo 786 de 2020). For that conduct, failing to remove or repair elements in buildings that pose a risk to life and safety, Ley 1801 provides corrective measures such as repair or maintenance of the property and removal or destruction of items (Article 27, paragraph 1).
The annual inspection is not maintenance
The annual general inspection is done by an ONAC-accredited body and does not replace preventive maintenance at the manufacturer's or installer's intervals (Article 2, paragraph 2, of Acuerdo 470 de 2011). Verification visits also check the annual preventive maintenance schedule and its reports (Article 4 of FOPAE Resolución 092 de 2014).
