Never let the periodic inspection of your gas installation lapse

Gas installations in Colombia must undergo a periodic inspection by an ONAC-accredited body within the deadlines of Resolución CREG 059 de 2012 (section 3.1 of Resolución 90902 de 2013). The user pays for it; it ends in a certificate of conformity, and a critical defect leads to supply suspension.

Resolución 90902 de 2013 of Colombia's Ministry of Mines and Energy issued the Technical Regulation for fuel gas supply installations in residential, commercial and industrial buildings. Its purpose is to set the requirements for the design, construction and maintenance stages of those installations, in order to prevent safety risks and protect life and health, and to set the obligations of accredited certification and inspection bodies (section 1). It applies to conformity assessment on the occasion of the prior inspection, the periodic inspection, alterations or an inspection requested by the user (section 2).

The periodic inspection (revisión periódica) is an inspection of installations in service, belonging to the maintenance stage. It must be carried out by a certification body or an inspection body accredited by ONAC for this activity, within the deadlines set in Resolución CREG 059 de 2012 or whichever rule amends or replaces it (section 3.1, definitions). Under the Distribution Code quoted in the resolution, the user must have the periodic inspection done between the minimum and the maximum periodic inspection deadlines, using accredited inspection bodies or the distribution company; the cost is borne by the user and the distributor is responsible for checking that the user complies (section 5.23 of the General Annex to Resolución CREG 067 de 1995, as amended by Resolución CREG 059 de 2012, quoted in the recitals).

In residential and commercial buildings the periodic inspection follows the single inspection procedure in Annex 2 of the Regulation (section 4.3), and conformity is shown by a certificate of conformity or inspection results report issued by an ONAC-accredited body, signed by the certifier, with a copy to the user (section 4.4). In industrial buildings the periodic inspection checks that a maintenance programme for the plant exists and is kept current and that it includes, at a minimum, leak-tightness and pressure tests of the piping, verification of anti-corrosion measures and earthing tests (section 5.3), and it likewise ends in a certificate of conformity (section 5.4).

Who is responsible?

The user of the installation: they must have the periodic inspection done within the deadline and bear its cost; the distributor is responsible for checking that this obligation is met (section 5.23 of the Distribution Code, quoted in the recitals of Resolución 90902 de 2013). The inspection itself is carried out by an ONAC-accredited body (section 3.1).

If the deadline passes

Resolución 90902 de 2013 assigns oversight and control of the Technical Regulation to the Superintendency of Industry and Commerce and, within their jurisdictions, to mayors, and oversight of the carrying out of periodic inspections by distribution companies to the Superintendency of Residential Public Services (Article 3). In addition, where the inspection finds a critical defect, the Regulation provides for the distributor to suspend the gas supply to the user immediately (section 3.1, definition of critical defect). The specific consequences of missing the maximum deadline are set in CREG regulation, not in this resolution.

Carbon monoxide detector

On the occasion of the periodic inspection, and whenever additional gas appliances are installed, the user must be told that the installation can be fitted with a carbon monoxide detector; whether to install one is the user's free decision (Article 1 of Resolución 90902 de 2013).
