Keep your gas inspection on schedule
Gas installations in Spain fed from a distribution network undergo a periodic inspection every five years, within the calendar year it falls due, by an authorised installer or the distributor (Royal Decree 919/2006, Article 7.2; ITC-ICG 07, section 4.1). Off-network installations get a review every five years.
Gas installations in Spain are subject to periodic checks. If the consumer installation is supplied from a distribution network (natural gas or LPG), the check is called a «periodic inspection»; otherwise, unless it must be done by an inspection body, it is a «periodic review». The owner or, failing that, the user must have it carried out and may freely choose the company (Article 7.2 of Royal Decree 919/2006).
Consumer installations supplied from distribution networks are inspected every five years, within the calendar year in which that period ends, counted from commissioning or from the last inspection. It is carried out by an authorised gas installation company or by the distributor, and the shared part of the installation is also inspected every five years (ITC-ICG 07, section 4.1). The distributor gives three months' notice of the obligation; if it does not receive the inspection certificate by the stated deadline, the owner is taken to want the distributor to do it, and the distributor gives at least five days' notice of the visit (section 4.1.1).
For installations not supplied from a distribution network, the owner or user has an authorised gas installation company carry out a periodic review every five years, timed to coincide with the review of the installation that supplies it (section 4.2). A favourable result leads to a certificate; if there are defects, a defect report.

Who is responsible?
The owner or, failing that, the users are responsible for maintaining, preserving and properly using the installation (Article 7.1; ITC-ICG 07, section 4) and for fixing defects found, including the buried internal service pipe, using an authorised installer or technical service, which issues a proof of repair and sends a copy to the distributor (4.1.1 h). The same company or installer that carried out the inspection may not repair the defects (4.1.1 c and d). Alterations are always made by installers, who issue the corresponding certificate (section 4).
If the deadline passes
The system of offences and penalties in Title V of the Industry Act, Law 21/1992, and Title VI of the Hydrocarbons Act, Law 34/1998, applies (Article 13). If the distributor does not receive the certificate by the deadline, it carries out the inspection itself (ITC-ICG 07, 4.1.1 d.2).
What is checked
For networks up to 5 bar, essentially the tightness and condition of the installation, clean combustion of the appliances, ventilation requirements and minimum room volume, gas detection systems that replace rapid ventilation, and proper venting of combustion products (ITC-ICG 07, 4.1). Type A or B appliances in bedrooms or bathrooms and missing gas detection and shut-off are assessed against the current version of the standard, with time to adapt until the next inspection.
