Never let the DRO's card expire in the middle of a project
A Mexico City Responsible Works Director (DRO) re-stamps the Digital Card every year, in the five working days before expiry, and renews the registration every three years (Building Regulations, Article 35(VIII)). A late re-stamp brings a reprimand; over five years without one cancels the registration (Article 42).
The Responsible Works Director (Director Responsable de Obra, DRO) is an individual auxiliary of the Administration, authorised and registered by the Ministry of Works and Services through the Institute for Construction Safety, who orders and enforces on site compliance with the Urban Development Law, the Building Regulations and other applicable rules (Building Regulations for the Federal District, Article 32). Registration requires a professional licence as architect, architectural engineer, civil engineer, military construction engineer or municipal engineer, a favourable opinion from the Commission on knowledge of the rules, at least five years' experience and active membership of the relevant professional association (Article 33).
Among other duties, the DRO must re-stamp the Digital Card every year through the Digital Platform within the five working days before it expires, and renew the DRO registration every three years or when the Administration so determines, presenting proof of active membership of the professional association and a certificate of professional updating of at least thirty hours a year on regulations and new technologies, issued by higher-education institutions, professional associations or technical societies and approved by the Ministry of Works and Services through the Institute (Article 35, section VIII, first paragraph, amended 8 May 2024). If the Digital Card is not re-stamped for three years, a knowledge assessment before the DRO Technical Committee becomes mandatory (second paragraph). For re-stamps and renewals, regardless of when the procedure is carried out, the registration date is the reference date (third paragraph).
A DRO gives a sign-off (responsiva) by signing a type B or C construction manifest, a special construction licence, a registration of executed works, a stability or structural safety report or the Safety and Operation Approval of Installations (Article 34); the DRO's functions on a project end, among other cases, when the registration has not been renewed (Article 40, section II). The reform of 4 October 2024 added a safety valve: a DRO who proves it was impossible to re-stamp within the five working days before expiry may be exempted from the reprimand for up to ninety calendar days, during which no sign-offs may be given because the registration is not current (Article 42, section I, item a), second paragraph).
The decree of 8 May 2024 instructed the Digital Public Innovation Agency to develop the Digital Card System for DROs and Co-responsibles, through which the sign-offs registered on the Digital Platform are controlled; in the meantime the card is issued, renewed and re-stamped physically, and every reference to the card is read as the Digital Card (fourth transitory article of the decree published in the Official Gazette on 8 May 2024). Sanctions imposed on a DRO are recorded on the Digital Card within five working days of notification and, in the event of suspension or cancellation, the card is disabled (Article 42, final paragraphs).

Who is responsible?
The Responsible Works Director is personally obliged to re-stamp the Digital Card and renew the registration (Article 35 section VIII). The Ministry of Works and Services, through the Institute for Construction Safety, grants the registration and approves the updating topics (Articles 32 and 35 section VIII); the DRO Technical Committee runs the knowledge assessment when there has been no re-stamp for three years (Article 35 section VIII, second paragraph). The Ministry of Urban Development and Housing or the Institute process infringements with the Commission's opinion (Article 42). For the construction company or property owner, checking that the card of the DRO who signs its manifests and approvals is current is an internal control measure.
If the deadline passes
A DRO who does not re-stamp within the five working days before expiry receives a written reprimand, unless exempted for up to 90 calendar days on proof of impossibility, during which no sign-offs may be given (Article 42, section I, item a). Two reprimands in one year or three within the three-year validity of the card lead to a two-year suspension of the registration (Article 42, section II, item b). Failing to re-stamp or renew the card for more than five years from the last re-stamp is grounds for cancellation of the registration, the only cancellation ground that allows a later re-registration (Article 42, section III, item d, and following paragraph). Without renewal, the DRO's functions on ongoing projects end (Article 40 section II).
Anniversary of the registration, not the date of the last procedure
Record the anniversary of the DRO's registration date as the re-stamp expiry, because the Regulations require that date to be used regardless of when the previous procedure was carried out (Article 35 section VIII, third paragraph). The re-stamp can only be done in the five working days before, so the 14- and 7-day reminders are the time to gather the 30-hour updating certificate. Open a second three-year record for the registration renewal with the professional association documents.
Tracking it with ExpirySuite
- Add a record per DRO with the next anniversary of the registration date as the annual re-stamp expiry, and a second record expiring in three years for the registration renewal.
- Email reminders arrive 60, 30, 14, 7 and 1 day before the expiry date and on the day; the re-stamp must be done in the five working days before.
- The DRO or an assistant can upload the Digital Platform re-stamp receipt and the 30-hour updating certificate through a secure link that is valid for 14 days and needs no account.
- Assign the DRO or the site coordinator who depends on the sign-off as the responsible person; if the date passes without a re-stamp, managers get further reminders 3, 7 and 14 days later.
Frequently asked questions
- How often is the DRO card re-stamped?
- Every year, through the Digital Platform, within the five working days before expiry (Mexico City Building Regulations, Article 35 section VIII). The registration itself is renewed every three years or when the Administration so determines.
- Which documents are filed for the renewal?
- Proof of active membership of the relevant professional association and a certificate of professional updating issued by higher-education institutions, professional associations or technical societies, of at least thirty hours a year on regulations and new technologies approved by the Ministry of Works and Services through the Institute (Article 35 section VIII).
- What if I do not re-stamp on time?
- A written reprimand applies, unless impossibility within the period is proven, in which case an exemption of up to 90 calendar days is possible, during which no sign-offs may be given (Article 42, section I, item a). If the card is not re-stamped for three years a knowledge assessment is required (Article 35 section VIII); if more than five years pass since the last re-stamp, the registration is cancelled (Article 42, section III, item d).
- From which date is the year counted?
- From the DRO's registration date, regardless of when the last re-stamp or renewal was carried out (Article 35 section VIII, third paragraph).
- Is the card still physical?
- The decree of 8 May 2024 instructed the Digital Public Innovation Agency to develop the Digital Card System; until it operates, the card is issued, renewed and re-stamped physically and every reference to the card is read as the Digital Card (fourth transitory article of the decree of 8 May 2024).
