Never let a REPSE registration lapse

A REPSE registration with Mexico's STPS must be renewed every three years from the date of entry in the register (Federal Labour Law, Article 15; Agreement, Article Thirteenth). Renewal is possible only in the three months before the month it was granted; if missed, the registration is cancelled and operating is fined.

Individuals and companies in Mexico that provide specialised services or carry out specialised works must be registered with the Ministry of Labour and Social Welfare (STPS). To obtain the registration they must show that they are up to date with their tax and social security obligations, and the registration must be renewed every three years. Registered providers are listed in a public register available online (Article 15 of the Federal Labour Law).

The three-year validity of the registration notice runs from the date of entry in the register, even if the registration was later updated or amended (STPS Agreement published in the DOF on 21 February 2024, Article Thirteenth). Renewal is done in the "Renovación de Registro" module of the REPSE platform, and only during the period set by the calendar in Article Sixteenth: the three months before the month in which the registration was granted. For example, a registration granted in January 2023 was renewed between October and December 2025 (Article Sixteenth). Registrations issued from 1 January 2024 use the same months assigned to 2022 and 2023 (First Transitory Article).

The client company has obligations too: it may only subcontract specialised services or works if the contractor is registered (Article 13 of the Federal Labour Law), and it is jointly liable if the contractor fails to meet its obligations to its workers (Article 14).

Who is responsible?

The registered individual or company applies for renewal on the REPSE platform (Agreement, Articles Eighth and Sixteenth) and, once renewed, must inform the clients of its services or works (Article Eighteenth). The client company may only subcontract with contractors listed in the register (Federal Labour Law, Article 13).

If the deadline passes

Once the period has passed, the platform automatically disables the renewal module, and registrations not renewed in time are cancelled under Article Fifteenth(g); if the provider registers again, the three years run from the new entry (Agreement, Article Sixteenth). Providing subcontracting services without the required registration is punishable by a fine, and the same penalty applies to anyone who benefits from subcontracting in breach of Articles 12 to 15 (Federal Labour Law, Article 1004-C).

Why does the first reminder come 90 days ahead?

Because renewal is only possible in the three months before expiry, and the platform does not allow it outside that period (Agreement, Article Sixteenth). That is why, for this document, ExpirySuite sends a first reminder 90 days before expiry in addition to the usual ones.

Tracking it with ExpirySuite

  1. Add each specialised-service supplier (or your own company, if you are the contractor) and record the expiry date of its REPSE registration: three years from entry in the register.
  2. Email reminders arrive 90, 60, 30, 14, 7 and 1 day before expiry and on the expiry day; the 90-day reminder tells you the renewal window is opening.
  3. The supplier can upload its renewal notice through a secure link that is valid for 14 days and needs no account.
  4. Assign a responsible person, such as procurement or compliance; if a registration expires, managers get further reminders 3, 7 and 14 days later.

Frequently asked questions

How often is the REPSE registration renewed?
Every three years (Article 15 of the Federal Labour Law), counted from the date of entry in the register (STPS Agreement, Article Thirteenth).
Can I renew at any time?
No. Only during the period in the calendar of Article Sixteenth, which is the three months before the month the registration was granted. After that period the platform disables the renewal module (Article Sixteenth).
What happens if I do not renew in time?
The registration is cancelled. If you register again, the three-year validity runs from the new entry (Article Sixteenth). Providing subcontracting services without registration is punishable by a fine (Federal Labour Law, Article 1004-C).
What do I need to renew?
You must be up to date with tax and social security obligations to the SAT, IMSS and INFONAVIT; state precisely the service or work you provide, which must be within your corporate purpose or, for individuals, your tax status certificate; and provide, under oath, the information and documents the platform requests, for example on training, certifications, permits or licences (Agreement, Article Eighth, points 2 and 3).
