Never let a building or site of your company end up with an expired gas seal
Indoor gas installations in use are inspected every two years by an SEC-authorised certification body; after two consecutive green seals, every four (DS 66, Article 33; SEC Res. 1.250/2009, Article 1-4). In condominiums the administrator requests it; a red or yellow seal means fixing the defects and re-inspecting.
Chile's Regulation on Indoor Gas Installations and Gas Meters (DS 66 of 2007) requires the owners of indoor gas installations to hire certification bodies authorised by the Superintendency of Electricity and Fuels (SEC) for the certification of the installation, whenever it is modified and for its periodic inspection, following the procedure set by the Superintendency (Article 33). Managers and management committees of co-owned buildings are responsible for keeping the common installations in good condition and must request their periodic inspection (Article 35). That procedure is SEC Exempt Resolution 1.250 of 2009: only authorised certification bodies may carry it out (Article 1-2), and it applies to all indoor gas installations except those used exclusively for production or manufacturing processes; for houses in use, periodic inspection is voluntary (Article 1-3).
Installations in use are inspected every two years, counted from the date of the Approval Certificate issued at certification or from the previous Periodic Inspection Certificate. If the installation obtains two consecutive green seals, subsequent inspections take place every four years, for as long as it keeps a green seal (Article 1-4, letter b). Modifications are certified once completed, and that certification is valid until the date of the periodic inspection set by the building's general seal (Article 1-4, letter c). For all purposes, valid seals are required, meaning seals that respect that frequency (Article 1-4).
The certification body rates each installation: a green seal if it has no defects (Article 5-3), a red seal if it has one or more critical defects (Article 5-4) and a yellow seal if it has major or minor but no critical defects (Article 5-5); collective buildings also receive a general seal (Articles 5-6 to 5-9). The body issues a Periodic Inspection Certificate showing the seal's number and colour (Article 3-8) and makes it available to users and the building manager within 5 working days of issue (Article 3-9). With a red or yellow seal, the defects must be fixed by an authorised gas installer and a new inspection carried out (Article 4-4).

The SEC sets the certification and inspection protocols by resolution (Res. 1.250, Article 1-2) and oversees compliance (Article 6-1). Modifications to an installation are certified once completed; the unmodified part follows the periodic inspection calendar (Article 1-4, letter c).
Who is responsible?
The owner of a building is responsible for keeping its indoor gas installation in good condition; in co-owned buildings, owners answer for the individual installations and managers for the common ones (Res. 1.250, Article 4-1; DS 66, Article 35). Owners and managers must hire a certification body at the time set by Article 1-4 (Article 4-2; DS 66, Article 33) and give access to the SEC, certification bodies and gas companies (Article 4-6; DS 66, Article 39). The manager must keep available the copy of the installation declaration and its documentation (DS 66, Article 36). If defects are found, owners, users and the manager must inform the SEC in writing of the solution they will adopt (DS 66, Article 38).
If the deadline passes
For all purposes, valid seals are required, meaning seals that respect the frequency in Article 1-4 (Res. 1.250). Any breach of DS 66 is punished by the Superintendency of Electricity and Fuels under Law 18.410 and the regulation on penalties for electricity and fuels (DS 66, Article 105). If the inspection finds critical defects, the certification body informs users within 24 hours (Article 3-14) and, for critical defects requiring immediate action, the gas company, which cuts off supply unless the conditions in Article 4-7 are met; supply is restored only once it is shown that the defect no longer exists (Article 4-8).
The building's general seal
In a collective residential, commercial, office, public-use or shopping-centre building, the certification body also rates the installations as a whole (Res. 1.250, Article 5-6). An installation in use receives a general green seal when its ancillary works and collective appliances have no defects, individual installations with a red seal do not exceed 10% of the seals issued and those with red and yellow seals do not exceed 25% (Article 5-7); it receives a red seal when the ancillary works or collective appliances have critical defects or the individual installations with a red seal exceed 25% (Article 5-8).
