Renew the RNT certificate before the two years run out
Mexico's National Tourism Register (RNT) certificate lasts two years and is renewed thirty days before expiry, confirming or updating details and documents (Regulation of the General Tourism Law, Articles 93 and 94). If it is not renewed, the registration is cancelled (Article 95).
The National Tourism Register (RNT) is Mexico's public catalogue of tourism service providers (General Tourism Law, Article 46). The Ministry of Tourism regulates and coordinates its operation, which is carried out by the states, municipalities and Mexico City (Article 47). Registration is mandatory for tourism service providers, who have thirty calendar days from the start of operations to register (Article 48), and their duties include registering and keeping their details up to date (Article 58, section V).
The providers required to register are those in the catalogue in Article 83 of the Regulation of the General Tourism Law: travel agencies, destination management agencies, food and beverage establishments, car rental companies, water parks, golf courses, lifeguards, tour guides, accommodation, adventure, diving and marina operators, theme parks, spas, timeshares, inbound tour operators, tourist transport companies and hot-air balloon flights.
The application contains at least the name or company name, tax ID and nationality, the address where the service is provided, telephone numbers, email and, where relevant, website and social media accounts, a description of the services and the start date of operations (Regulation, Article 89), and is accompanied in digital format by the documents in Article 90, including the single application form, official ID and, for companies, the articles of incorporation. Once the requirements are met, the Ministry issues the Tourism Service Provider certificate within eight working days (Article 92), which proves that status (Law, Article 52).
The certificate is valid for two years, and thirty days before it expires the provider must renew it (Regulation, Article 93, as amended by the decree published in the DOF on 25/11/2025). Once registered, the provider must renew the certificate every two years, confirming the details and documents filed at registration or requesting their update (Article 94, section I), and request changes to any detail when necessary (Article 94, section IV). If the certificate is not renewed when it expires, the Ministry cancels the registration (Article 95, section II).

The decree published in the DOF on 25/11/2025 amended Articles 89, 90, 93 and 94 of the Regulation, simplified the application documents and repealed Article 91. Under its third transitory article, its entry into force does not affect the validity of registrations made earlier; procedures started before it are completed under the rules in force when they began (second transitory article).
Who is responsible?
The tourism service provider registers within thirty calendar days of starting operations (Law, Article 48), keeps its details up to date (Law, Article 58, section V) and renews its certificate every two years (Regulation, Article 94, section I). The Ministry of Tourism registers providers, issues and cancels certificates and coordinates the operation of the Register by the states, municipalities and Mexico City (Regulation, Article 84), whose authorities must check the accuracy of the information provided (Law, Article 51).
If the deadline passes
The Ministry of Tourism verifies compliance with the Law, its Regulation and the official tourism standards, directly or through state and municipal governments (Law, Article 66), and sanctions infringements through the corresponding administrative procedure (Article 68). Providers that do not register in the RNT within the legal deadlines are fined and, if they persist, face temporary closure of the establishment, lifted twenty-four hours after they are duly registered; those who omit or give inaccurate information are required to correct it within five working days (Article 69). Failure to renew leads to cancellation of the registration (Regulation, Article 95, section II).
Record the renewal a month before expiry
The Regulation requires the certificate to be renewed thirty days before it expires (Article 93): record the certificate's issue date plus two years as the expiry and use the 60- and 30-day reminders to file the renewal on time. If details or documents have changed, request their update in the same renewal (Article 94, section I).
