Schedule periodic OHS training in Romania on time
Periodic OHS training in Romania is given to all workers by the head of the workplace at the interval set in the training programme, which may not exceed 6 months, or 12 months for technical-administrative staff (Article 96 of the Norms to Government Decision 1425/2006). The employer provides it during working hours.
Romanian employers must ensure that every worker receives sufficient and adequate occupational safety and health training; the training must be adapted to how risks develop and be periodic and repeated whenever necessary (Article 20 of Law No. 319/2006). Training has 3 phases: introductory-general, at the workplace, and periodic (Article 77 of the Methodological Norms approved by Government Decision No. 1425/2006).
Periodic training (instruire periodică) is given to all workers to refresh and update their knowledge (Article 95). It is given by the head of the workplace. The interval between two periodic trainings is set in the company's training and testing programme according to workplace conditions, but may not exceed 6 months; for technical-administrative staff it is at most 12 months (Article 96(1)–(3)). Periodic training must always include practical demonstrations (Article 96(5)).
Each phase lasts at least 1 hour (Article 80^1). Training takes place during working hours and counts as working time (Article 76), and may not be at the workers' expense (Article 21 of Law 319/2006). The result must be recorded in the individual training record (fișa de instruire individuală), on paper or electronically, with the material taught, the duration and the date (Article 81(1), as amended by Government Decision No. 259/2022).

Additional periodic training is required when a worker has been absent for more than 30 working days, when OHS provisions or in-house instructions change, when work resumes after a work accident, for special work, when work equipment is introduced or modified, and when technologies or work procedures are introduced or changed (Article 98).
Who is responsible?
The employer ensures training (Article 20 of Law 319/2006) and must have training and testing programmes for heads of workplaces and for workers by trade and activity (Article 80 of the Norms). The head of the workplace gives periodic training; it is checked by that person's superior and by spot checks by the employer, the designated worker or the internal or external prevention and protection service, who sign the training records by hand or electronically (Article 96(4), as amended by Government Decision 259/2022).
If the deadline passes
Breaching Article 20 of Law 319/2006, which requires periodic training, is an administrative offence (contravenție) under Article 39(4) of Law 319/2006.
Electronic training records
Since 2022 the individual training record may be kept and signed electronically, as set by the employer in the internal regulations (Article 81(3^1)). If training is delivered electronically, the record must be signed by everyone involved with an electronic, advanced electronic or qualified electronic signature (Article 81^1, added by Government Decision 259/2022).
