Keep every MEWP operator's training current in Dubai

Under Dubai Municipality guideline GU67, all MEWP operators must be trained to an internationally recognised standard in the correct category of platform, and all training must be repeated at least every two years (section 4-14). The establishment keeps training records for at least five years.

Dubai Municipality's technical guideline GU67 covers the health and safety of mobile elevated work platforms (MEWPs), such as man lifts and scissor lifts. It applies to all establishments using MEWPs at their work in the Emirate of Dubai (sections 1 and 2).

All MEWP operators must undergo training that meets an internationally recognised standard or its equivalent. Apart from general induction training, the employees concerned are trained on the organisation's safe operating procedures, MEWP control familiarisation, characteristics, safety devices, decals, and emergency preparedness and response, including rescue. Operators must have attended a recognised training course and be trained in the correct category of MEWP they will use. The supplier's demonstration on delivery is not training (sections 4-4 and 4-14).

All training must be repeated at least every two years; organisations may choose a shorter interval. Records of any training, including induction and toolbox talks, must be kept for at least five years and be available to Dubai Municipality occupational health and safety inspectors and other regulators (section 4-14).

Training providers should be able to show that their training is independently assessed and audited based on ISO 18878 (section 4-14).

Who is responsible?

The establishment using the MEWP. GU67 recalls that employers must take every precaution to protect their workers (section 1) and requires all MEWP operators to be trained (section 4-14).

Rescuers and supervisors need training too

Rescuers at ground level do not need to be trained as MEWP operators, but they must be trained by their employer and be competent to lower the platform using the ground or emergency controls. Supervisors should be instructed in the hazards and control measures in the task risk assessment and take part in regular emergency lowering drills (section 4-14). The six-monthly third-party inspection of each MEWP is a separate requirement.
