Keep every building's drinking water tests in Dubai on schedule
Dubai Municipality guideline GU17 requires the building owner or representative to have unbottled drinking water sampled at least every six months by an EIAC-accredited laboratory and tested against UAE.S GSO 149:2021 (sections 5-2 and 9-2). Further samples are due after tank disinfection and major changes.
Dubai Municipality's technical guideline GU17 on the quality of unbottled drinking water applies to drinking water and its distribution systems in all built environments, including hotels, government, commercial and educational buildings, schools, nurseries, residential buildings, labour cities, fitness centres, sports clubs, barbershops and massage centres. It also applies to water suppliers and tankers, ice and ice-making systems, companies that clean and disinfect water systems, and private laboratories that test water (section 3).
The building owner or the owner's representative must contract with a laboratory accredited by the Emirates International Accreditation Centre (EIAC) to collect and test water samples. Drinking water must be sampled once every six months for laboratory tests against the values in the unbottled drinking water standard UAE.S GSO 149:2021 (section 5-2).
Samples are also needed a week after the regular six-monthly cleaning and disinfection, a week after disinfection following an emergency or reports of illness from the water, after disinfection when laboratory reports show pollutants, after major changes, additions or maintenance to the water system, and when a new water source is added. Samples are taken from taps, water tanks, water coolers and ice machines, following ISO 19458:2006 (sections 6 and 9-2).

Who is responsible?
The building owner or the owner's representative (section 5-2). GU17 also requires a person responsible for water safety and quality in the building, trained in water safety and quality (section 8-3).
If the deadline passes
If a party does not comply with the guideline, it is alerted to correct the situation within a set time. If it does not, Dubai Municipality fines it and takes legal measures (section 12).
If a sample fails
The building owner must notify the authorities if test results do not meet the standards (section 5-2). GU17 also lists the steps: notify the Municipality, stop consumption of the contaminated water, inform residents and users, provide safe alternative water, and disinfect and clean the whole water system, checking the result with microbiological analysis (section 11).
