Never let a hazmat driver work on an expired category E licence
Mexico's federal driver licence category E, for double-articulated trucks and hazardous materials, is renewed every 2 years on proof of valid medical fitness and training certificates (SCT Agreement, DOF 25/02/2016, Article Third). Carriers check it stays valid; driving without it is fined (LCPAF, Articles 36 and 74).
Category E of the Federal Driver Licence authorises driving double-articulated tractor-trailers (TSR and TSS) in all their variants for federal and private general freight transport, and vehicles used for specialised freight carrying hazardous materials, waste, remnants and residues, including their private transport. Categories B and C expressly exclude those vehicles (SCT Agreement published in the DOF on 25 February 2016, Article First).
While categories A, B, C, D and F are renewed every 4 years, a category E licence, once issued, must be renewed every 2 years. Renewal requires an application, in writing or online, with a valid medical fitness certificate (constancia de aptitud psicofísica), a valid training certificate and proof of fee payment; for in-person applications, also proof of address no older than 3 months. The Ministry decides within a maximum of 2 working days (Article Third) and, for online applications, one working day (Article Fifth). The Agreement itself explains the shorter validity: the medical fitness certificate is valid for 2 years (recitals).
To obtain category E for the first time, the Ministry checks in its systems that the applicant has more than two years' experience in categories B or C, and verifies that the training certificate expressly states whether it authorises driving double-articulated vehicles, hazardous materials and waste vehicles, or both (Article Second, section IV).
Today the licence is issued as a Federal Digital Licence, which shows its start and end dates of validity and the authorised categories; it is carried in the mobile app or as a printout, with the same legal effect and a validity of one month from printing (SICT Agreement published in the DOF on 1 April 2022, Articles 3, 6 and 11). Permit holders must check and confirm that the drivers of their vehicles hold a valid federal licence (Federal Roads, Bridges and Motor Transport Law, Article 36).

Who is responsible?
The driver applies for renewal and provides the valid medical fitness and training certificates (2016 Agreement, Article Third), and must show the licence when the authorities ask, on a phone or as a valid printout (2022 Agreement, Article 14). The permit holder must check and confirm that its drivers hold a valid federal licence (Federal Roads, Bridges and Motor Transport Law, Article 36).
If the deadline passes
Drivers on federal roads and bridges must carry the valid licence required by the applicable rules (Federal Roads, Bridges and Motor Transport Law, Article 36). Breaching any federal motor transport, auxiliary services or private transport rule is punishable by a fine, and for repeat offences the Ministry may impose up to double (Article 74, section IV and the paragraph on repeat offences). An expired category E licence also leaves the hazardous materials vehicle without an authorised driver, because categories B and C do not cover those vehicles (2016 Agreement, Article First).
Two years, and three documents that expire together
Renewal requires a valid medical fitness certificate and a valid training certificate (2016 Agreement, Article Third), and the medical certificate is valid for 2 years (recitals of the same Agreement). If either has expired, the driver cannot renew on time; it is worth recording all three documents and tracking them in parallel.
